Dear doctor Iza,
obviously you are unable to admit even to yourself that you may have unwittingly been responsible for this whole ambulance fiasco so let me just reiterate couple of points.
First, since when the irrelevant personal details of a patient are discussed during the emergency call?
Neither the triple-0 operator nor the ambulance call taker care if a patient is from Queensland, Victoria or Poland.
Also, there is no way that the ambulance call taker would ever suggest private transport in a case of emergency; it is as simple as that.
The only time the insurance/fees would be discussed before securing the ambulance could arise if the call taker is satisfied that there is no emergency as such, e.g. after getting confirmation from the patients own doctor that patient is not in an imminent danger or something along those lines.
Cheers
