In 1993, PROMEL notified the Chilean authorities that due to financial problems,
it would be unable to process the material received from Boliden, and applied
for permission to leave the material in situ in an undeveloped part of Arica. In
the meanwhile, the Chilean authorities had begun to take an interest in this
land with a view to building housing there. Construction work on residential
areas began in early 1990.

The pile of metallic residues was unprotected and accessible by children and
young people for a number of years, and dust spread into the immediately
surrounding area. People in the area showed signs of poisoning, which was
confirmed in subsequent health checks. It was not until the toxicosis became a
matter of public knowledge in the late 1990s that a court in Arica ruled that
the material should be moved elsewhere, further away from the residential area.

When we found out, in 1998, that the inhabitants of Arica had come to harm as a
result of the hazardous waste, we offered on several occasions to provide expert
assistance for the decontamination of the area, in cooperation with various
Swedish and Chilean bodies. The offers were never taken up.

Legal proceedings in Chile have later established that PROMEL and the Chilean
health authorities are responsible for what happened and for the harm suffered.
Payment of damages to the victims has begun and a decision to evacuate the area
has been taken during the autumn of 2009.
