Palestinian columnist: PA embassies are refuge for corrupt businessmen

The Palestinian diplomatic corps is rampant with corruption, favoritism, and
abuse of power, Ali Sadek, an influential columnist, charged Sunday.

Sadek, who writes a weekly column in the Ramallah-based Al-Hayat al-Jadeeda
newspaper, said many of the appointments in the Palestinian Authority's
embassies and representative offices were made extemporaneously and not on
the basis of professional experience. He said many of the ambassadors spend
years in their jobs without being held accountable.

"The absence of an accurate financial and administrative system has prompted
the heads of the missions to make inroads upon their authority by levying
[illegal] fees for semi-consular work," Sadek wrote. He added that the money
is not being transferred to the PA's budget.

"This situation has resulted in the spreading of cases of trade and parasite
businesses," he added. "They are among the most frequent passengers on
planes. If some of them go to a country that lack in goats, for example,
they quickly seize the opportunity to establish a company that imports them.
This is what happened with countries lacking in fur, precious stones, ivory,
honey, soft drinks, souvenirs, foreign currency, sweets, and duty-free
goods."

The columnist noted that there are many cases where PA envoys have turned
into businessmen in the countries in which they serve. "There isn't a
shortage of examples where our ambassadors have become owners of
restaurants, real estate and other property," he said.

"There are also cases where a father and his sons or an ambassador and his
brothers have taken control over a PA embassy. In some instances, the
diplomatic missions have become stations for selling scholarships to the
children of martyrs and the needy who are unable to pay the education fees."

Describing the situation in the PA embassies as "scandalous and
disgraceful," Sadek concluded by urging the PA to carry out major reforms in
its diplomatic corps.

Earlier this year, the PA's ambassador to Bosnia, Jamal al-Jardali, was
summoned to Gaza following complaints that he and the embassy staff were
driving around in stolen cars. The Bosnian Foreign Ministry had threatened
to take legal action against the ambassador and some of his aides.

Following the threat, the PA's Ministry of Planning and International
Cooperation asked the ambassador to return to Gaza. The ministry is
functioning as the PA's foreign ministry.

The Bosnian Foreign Ministry sent a letter to the PA ministry on August 1 in
which it said it was considering "legal and practical measures" against the
ambassador. According to the letter, Jardali is refusing to cooperate in an
investigation surrounding two stolen cars that were in the PA embassy's
possession.

The Bosnian government said it was forced to notify Interpol about the two
stolen cars after the ambassador ignored requests to give an explanation.
One of the cars belongs to a German citizen living in Croatia, whereas the
second, which was stolen in Sarajevo, is owned by the National Insurance
Institute branch in the town of Moster.

The letter said Jardali's behavior "seriously damaged the reputation of the
Palestinian embassy and poses a threat to the good and historic relations
between the two sides."

A senior PA official on Sunday described Jabali's behavior as "scandalous."
He said Jardali was questioned in Gaza about his role in the car theft.

Well-placed sources in Gaza said they could not understand how Jardali was
appointed to the top diplomatic job in the first place. They noted that
prior to his appointment, Jardali was an ordinary worker in one of the PA
security forces in the Gaza Strip. "One day he surprised everyone when he
announced that he had been appointed as an ambassador," one source said.

The PA has 86 embassies around the world.

          Czy naród zdziczałych kozojebców może tworzyć własną państwowość? Wolne żarty,
          ich pastwo wyglądałoby tak jak ta pożal się boże autonomia palestyńska -
