Why you blame Assyrians in diaspora who are not there and can't and will not
do anything, but you should blame the American liberators who turned Iraq to

Wait the worst still on the way, and you people asked for it.

In any event I strongly condemn occupation of Iraq, dividing Iraq to the 3
zones , you should know Mesopotamia is one and will remain one.

I hope the people of Iraq will rise up against any power to divdide Iraq,
and ask no body should co-operate with the invaders not the killers of our
people only but those who devastated the country in the name to LIBERATE and
CONSTRUCTION of Iraq, please give me a break, it is better for the
BUSH'sAdministration to liberate the American people from fear of CRIMES,
Uninsured (40 Million) Americans, and construct the SLUMS in many mega
American cities which looks like those in Bangladish.

        D E C L A R A T I O N

        This declaration by delegates working for national unity in regard to our
        people in Iraq was adopted unanimously at a conference held in Driebergen, The
        Netherlands on April 2003. In attendance at the conference called and hosted
        by the Assyrian Universal Alliance (AUA), were observer activists, government
        dignitaries involved in the Assyrian Question, and the undersigned political
        parties, organizations, and federations.

        The Assyrian Nation includes Chaldean and Syriac … and are the indigenous
        people of Iraq and the remnants of the Assyrian Empire. The Assyrian numbers
        over four (4) million scattered throughout the world with two (2) million
        still in the homeland of Iraq. They are the second largest minority and as
        Christians the second largest religion of Iraq. The declaration points adopted
        are:

        1. That we support the integrity of an undivided Iraq.

        2. That the Iraqi Government must be democratic and secular.

        3. That the constitution recognizes equally all Iraqi citizens.

        4. That Assyrians receive all ethnic and religious rights (The terms ethnic
        minorities or religious minorities must be interpreted to have the same
        meaning in all languages).

        5. That Assyrians be acknowledged as the indigenous people of Iraq.

        6. That all living Assyrians and their descendant children be granted dual
        citizenship, thereby allowing a fair representation.

        7. That Assyrians in any Iraqi government where autonomy is declared for any
        group or where a federal government established, then the Assyrians must be
        provided autonomy or given a state named Assyria accordingly. (See map).

        8. That Assyrians must be able to freely exercise their customs, traditions,
        language and religion.

        9. That Assyrians be entitled to representation and participation at all
        levels of Government.

        10. That the homes and lands of Assyrians illegally removed be returned to all
        including those at home and abroad.

        11. That any constitution for Iraq must include a bill of rights for all
        citizens.

        12. That the statement of basic principles adopted at Ankara on March 19, 2003
        by the governments of the United States and Turkey and by the Iraqi opposition
        groups be included in the interim Iraqi regime and any subsequent government.

        13. That all Assyrians have the right and are entitled to resettle in their
        ancestral homeland, Iraq.

        14. That we Assyrians support the inclusion of the Yezidies in our Assyrian
        nation.

        R E S O L U T I O N S


        1. To achieve the goal of unity to connect the divisions affecting our people,
        the Assyrian, Chaldean, Malachite, Syriac, and Maronite … church denominations
        through centuries. We call for an official invitation from this conference to
        be issued to all Church Leaders to begin a dialogue of understanding and unity
        to heal the wounds of all sects of our nation.

        2. The conference acknowledges the historical unity between Assyrians and
        Yezidies and requests the rights of Yezidies be secured and implemented
        equally as outlined in the declaration statement adopted heretofore.

        3. We ask that the appointed committee pursue immediately with the present
        legal government in IRAQ and with the governments of the coalition
        representatives and bring to justice the incident of the eight Assyrian men
        that reportedly have been imprisoned by the Kurdish Democratic Party, KDP.

        4. We support Assyrian national effort for democracy, and the fulfillment of
        our national and human rights in the homeland.

        5. This body is to create a temporary Leadership Committee to be composed of
        nine representatives for implementing the mandates and resolutions adopted
        here in a voice of unity agreed at this Amsterdam Conference.

        6. The ten member temporary Leadership Committee to consist of the nine
        present political parties and the Assyrian Universal Alliance.

        7. We resolve to thank and recognize the efforts and dedicated hard work of
        President Shlimon Haddad and the members of the Dutch Assyrian Society of
        Holland in organizing, preparing, and conducting this outstanding Amsterdam
        Conference.

      Assembly Joint Resolution No. 31--Relative to Assyrians in Iraq.
      LEGISLATIVE COUNSEL'S DIGEST
      AJR 31, as introduced, Aghazarian. Assyrians in Iraq.
      This measure would declare that it is a matter of urgent and
      enduring importance that Assyrians be given a seat of recognition at
      the table during negotiations regarding the postconflict
      restructuring in Iraq and would memorialize California's Senators and
      Members of the House of Representatives to take all prudent and
      necessary steps to ensure that this matter is addressed at the
      highest levels of the federal government.
      Fiscal committee: no.
      WHEREAS, Assyrians are a Semitic people indigenous to Mesopotamia
      and are a people distinct from Arabs and Jews; and
      WHEREAS, By 2500 B.C., three Assyrian cities were well established
      and thriving metropoli, including Nineveh, where eminent British
      archaeologist Sir Max Mallowan in 1932 dug up a pottery sequence
      showing it to be inhabited by 5000 B.C., Arbel, the oldest extant
      city, and Ashur; and
      WHEREAS, This period around 5000 to 2500 B.C. saw the development
      of the fundamentals of civilization, including animal domestication,
      agriculture, pottery, controllable fire in kilns, and smelting. The
      Assyrian city of Arbel was one of the very earliest permanent
      agricultural settlements; and
      WHEREAS, Between 4500 and 2400 B.C., as complex societies began to
      appear among Sumerians and in other parts of Mesopotamia, including
      Assyria, in the form of cities, with craft specialization and
      writing, Assyrian settlements became large and guarded by
      fortification walls, which implies the risk of attack and the need
      for defense and warfare; and
      WHEREAS, In 1813 B.C., Assyrian political coherence was clearly in
      existence. King Shamshi-Adad I established the early Assyrian
      Empire, and laid the foundation of the Middle Assyrian Empire in 1365
      B.C.; and
      WHEREAS, The years 745 to 727 B.C. marked the beginning of the
      greatest expansion of the Assyrian empire with Tiglath-Pileser III.
      Through a series of able kings, Sargon II, Sennacherib, Esarhaddon,
      and Ashurbnaipal, Assyria would extend its rule over a vast area,
      from Egypt up to Cyprus to the west, through Anatolia, to the Caspian
      region in the east; and
      WHEREAS, The Assyrian empires, particularly the Neo-Assyrian
      (912-612 B.C.), had a profound and lasting impact on the Near East.
      Before Assyrian hegemony would come to an end, the Assyrians would
      bring the highest civilization then known to the world. From the
      Caspian region to Cyprus, from Anatolia to Egypt, Assyrian imperial
      expansion would bring into the Assyrian sphere nomadic and barbaric
      communities and would bestow the gift of civilization upon them; and
      WHEREAS, Today we are far removed from that time, yet some of our
      most basic and fundamental devices of daily survival, to which we
      have become so accustomed that we cannot conceive of life without
      them, originated in Assyria. One cannot imagine leaving his or her
      home without locking the door; it is in Assyria where locks and keys
      were first used. One cannot survive in this world without knowing
      the time; it is in Assyria that the sexagesimal system of keeping
      time was developed. One cannot imagine driving without paved roads;
      it is in Assyria where paved roads were first used. Other
      developments originating in Assyria include the first postal system,
      the first use of iron, the first magnifying glasses, the first
      libraries, the first plumbing and flush, the first electric
      batteries, the first guitars, the first aqueducts, and the first
      arch; and
      WHEREAS, Not only things originated in Assyria, but also ideas
      that would shape the world to come, including the idea of imperial
      administration, of dividing the land into territories administered by
      local governors who report to the central authority, the King of
      Assyria. This fundamental model of administration has survived to
      this day, as can be seen in America's federal-state system; and
      WHEREAS, It is in Assyria that civilization itself was developed
      and handed down to future generations. It is here where the first
      steps in the cultural unification of the Middle East were taken by
      bringing under Assyrian rule the diverse groups in the area, from
      Iran to Egypt, breaking down ethnic and national barriers and
      preparing the way for the cultural unification that facilitated the
      subsequent spread of Hellenism, Judaism, Christianity, and Islam; and

      WHEREAS, In the 20th century, Assyrians have suffered massive
      genocide, have lost control of their ancestral lands, and are in a
      struggle for survival. The Assyrian nation today stands at a
      crossroad. One-third of its population is in a diaspora, while the
      remaining two-thirds of the population lives perilously in its native
      lands; and
      WHEREAS, In spite of the struggle for survival, the Assyrian
      Levies have performed heroic acts fighting on the Asian, European,
      and African fronts from after World War I until 1955, including a
      victory over the pro-German rebel forces backed by the Iraqi
      government that prevented the oil fields from falling into the hands
      of Nazi Germany in the early stages of World War II, thereby
      guaranteeing the continuous oil supply for the Allies in the Middle
      East; and
      WHEREAS, In 1955, the Assyrian Levy was dismantled and the force
      was integrated in the Iraqi Army. The Assyrians withdrew in
      isolation. With the coming of the Arab national parties to power in
      Iraq since 1963, the oppression of the Assyrians became visible and
      obvious; and
      WHEREAS, In the late 1970s, the Assyrian private schools were
      closed, and teaching the Syriac language of the Assyrians was
      prohibited. In the 1977 and 1987 Iraqi general census, the Assyrians
      were prohibited from registering as Assyrians and were given the
      option of registering as Arabs or Kurds only; and
      WHEREAS, In 1981, as the Iraq-Iran War commenced, many Assyrian
      families in Iraq were deported to Iran. These families were forced
      to leave their homes and properties behind. The Iraqi government
      deported these families despite the fact that members of these
      families were born in Iraq; and
      WHEREAS, Since 1985, many Assyrian villages and ancient churches
      and monasteries have been destroyed; and
      WHEREAS, After the 1991 Gulf War, the Assyrians in northern Iraq
      began to face acts of aggression, assassination, and intimidation.
      Other ethnic groups were encouraged to move and live in purely
      Assyrian villages in order to change the demographic picture of the
      purely Assyrian regions. Many acts of assassination against Assyrian
      priests and political leaders took place, rape cases against
      Assyrian young women increased, and attacks on Assyrian villages were
      reported. None of the perpetrators were brought to justice even
      when the criminals were identified; and
      WHEREAS, With continued attempts by the Iraqi opposition to
      marginalize legitimate Assyrian representation in ongoing
      deliberations about the future of Iraq, three Members of the United
      States Congress have sent a terse letter to the United States State
      Department expressing concern about the undemocratic nature of the
      Iraqi National Assembly meetings. The bipartisan letter was
      spearheaded by the Honorable Rod Blagojevich (D-Illinois) and
      cosigned by the Honorable Anna Eshoo, (D-California), an Assyrian,
      and the Honorable Frank Wolf (R-Virginia); and
      WHEREAS, An estimated 350,000 Assyrians have migrated to the
      United States, many of them concentrated in the Turlock-Modesto-Ceres
      areas and in Detroit and Chicago. They brought with them farming

      BAGHDAD, May 4 (Reuters) - Iraqis dug corpses from a mass grave on Sunday and
      police reappeared in Baghdad as Iraq grappled with the brutality of Saddam
      Hussein's rule and the lawless aftermath of the U.S.-led invasion that ended
      it.

      At a farmland site near the Shi'ite Muslim holy city of Najaf, Iraqis clawed
      through earth to uncover scores of bodies, some with blindfolds and hands
      tied, of men and women apparently executed during a 1991 Shi'ite uprising.

      In Washington, Defense Secretary Donald Rumsfeld said he was confident Saddam
      would be found if still alive and his weapons of mass destruction uncovered.

      One of the main reasons the United States and Britain invaded Iraq in March
      was to rid the country of weapons of mass destruction

        Oil in Iraq is back on track
        Outsiders may not see any of it because of contracts

        Now that Iraqi oil wells are pumping again and the industry is being
        rehabilitated after years of decay, there is little doubt the country's
        production will approach its peak of about 3.5 million barrels a day in just
        three years.

        While this will give an important lift to the Iraqi economy and supplement
        world supplies, international petroleum companies are more interested in what
        happens after that.

        Iraq has the potential to produce as much as 6 million barrels of oil a day,
        experts say, but reaching that level will require tens of billions of dollars
        and the most sophisticated drilling technology. That is where Exxon Mobil,
        Royal Dutch/Shell, ChevronTexaco and others hope to step in.

        "The undeveloped oil fields are really outside the limelight, but this is
        where the money is," said Fadel Gheit, an analyst at Fahnestock & Co. in New
        York.

        However, many political, legal and economic uncertainties stand between
        foreign oil giants and the world's second-largest proven reserves.

        For example: Who will rule Iraq after the interim authority is gone, and how
        open will those leaders be to outside investors? Also, how will Iraq react to
        pressure from OPEC members fearful of losing market share and profits to Iraq?

        Given these knotty issues and others, industry experts do not expect outsiders
        to secure oil-drilling contracts in Iraq anytime soon if ever.

        "It is not a given that you're going to get this surge of oil out of Iraq,"
        said Jim Placke, a senior associate at the Washington office of Cambridge
        Energy Research Associates, which is advising major oil companies about
        postwar investment opportunities.

        Adds L. Bruce Lanni, an oil industry analyst at the brokerage A.G. Edwards in
        New York: "I still think it's a pipe dream."

        The holy grail for oil giants would be if they could arrange production-
        sharing agreements with the Iraqi government a common practice around the
        world but one that has been met with wariness in the Middle East. Neither
        Saudi Arabia nor Kuwait allows for production-sharing agreements, eschewing
        any semblance of Western exploitation or economic colonialism.

        A typical production-sharing agreement puts the upfront financial risk the
        costs of gathering data and conducting exploratory drilling on the backs of
        the oil companies. Then, if oil is found, the company and the government
        controlling the natural resource work out a deal to share the revenue from oil
        sales.

        Lee Raymond, the chairman of Exxon Mobil, recently told an assembly of
        investors: "I think we would apply the same criteria as we do everywhere in
        the world and that is you have to have confidence in the political system, the
        legal system and in the tax system before companies would show up to make
        major investments in the country."

        Expatriate Iraqis who held senior positions in the country's oil sector before
        Saddam Hussein came to power are consulting with major oil companies in the
        event that the new regime does seek foreign investment. But there is no
        telling how much power these West-leaning technocrats will be given in the
        Iraqi oil ministry. Many of them are keeping a low profile lest they be seen
        as too conciliatory toward outside interests.

        Interests that conflict with those of Western oil companies will surface,
        analysts said; it's just a matter of when and to what degree:

        Iraq will face pressure from the Organization of Petroleum Exporting Countries
        if it seeks to increase production beyond historical levels because, as its
        output grows, other nations might be forced to curb production and lose market
        share. Iraq, a founding member of OPEC, could easily be persuaded that pumping
        too much oil would cause prices to fall, hurting everyone's profitability.
        Conversely, it could decide to abandon the oil cartel.

        Also, Iraq's new leadership might project a strong sense of nationalism or
        anti-Americanism and favor tight control over its natural resources. "They
        might say 'We can do it by ourselves,"' said Robert Ebel, director of the
        energy program at the Center for Strategic and International Studies in
        Washington.

        "The experience of Kuwait after 1991 should temper expectations of a
        windfall," concludes the report by the Council on Foreign Relations and James
        A. Baker III Institute. "After hiring Western firms to put out its oil-field
        fires and repair surface facilities, Kuwait's parliament has routinely voted
        against contracting with foreign firms for oil-field development ..."

        Notwithstanding the long-term uncertainty surrounding the development of
        Iraq's petroleum reserves, there is certainly money to be made right now by
        fixing up the country's dilapidated oil infrastructure.

        Bechtel, a San Francisco-based engineering firm, and Halliburton, a Dallas-
        based oil field services company, already won massive contracts to help
        rebuild Iraq, although much of the work will be outsourced to smaller
        companies. The work, expected to generate billions of dollars in revenue over
        several years, includes: repairing well heads, restarting wells that were shut
        down during the fighting and rehabilitating pipelines, power plants and
        petroleum refineries.
