Jeżeli nie moeżesz wysłać poczty przez Outlook, choć możesz ją odebrać, to znaczy, że twój dostawca internetu (ISP) blokuje port 25.
To jest rozwiązanie problemu, który ma wiele osób na całym świecie.
Ale obejsc sie tego chyba nie da.
Robia to też kablowe ISP w USA.

ISPs block your sending capability (called port 25 blocking)
ISPs place restrictions on sending mail to a third party such as NetIdentity.com because of Internet SPAM concerns. They do not want SPAM email originating from their network(s) and they feel that sending to a third party introduces SPAM concerns. All free ISPs block your capability to send mail (the technical term for this restriction is called "port 25 blocking", port 25 is blocked to external parties from your ISP). And most fee-based ISPs, such as AOL, Mindspring, Earthlink, Prodigy, CompuServe, block your capbility to send mail as well (as well as many others - too many to mention).
