Council of Europe: Suspend economic agreement with Israel

The Council of Europe recommended Thursday that the European Union suspend its
economic agreement with Israel, following "an urgent debate on the situation in
the Middle East."

The Council also decided to call on the EU to impose an arms embargo against
Israel, due to allegations of human rights abuses in the territories.

A small number of Council members protested the decisions against Israel,
including representatives from Hungary, France, and Germany.

Norway has already decided to prohibit military procurement from Israeli
companies. R.B. Tec, a developer of electronic surveillance systems based in
Ramat Hasharon, received a letter Wednesday from the Norwegian Defense Ministry
explaining that the company could not compete for a Norwegian Army tender due
to the situation in the Middle East.

There have been several cases of European countries canceling or suspending
export permits for military components to Israel, but the Norwegian decision
marks the first instance of a European country imposing a boycott on military
procurement from Israel due to the Palestinian-Israeli conflict.

The plenary session of the council's Parliamentary Assembly opened in
Strasbourg on Monday and is due to conclude on Friday. Israeli representatives
at the session include Labor MKs Haim Ramon and Avraham Shochat, Likud MK
Michael Eitan, Shinui MK Yosef Lapid and Shas MK David Tal.

A French representative has proposed the Council of Europe commission prepare a
special report on Israel's action in the territories, with a focus on human
rights. Another proposal slated to come before the plenary session would warn
Israel that its observer status would be suspended if it violates human rights
and blocks international humanitarian efforts.

The Palestinian Authority's representative at the meeting, Ziyad Abu Zayad,
condemned Israeli military action in the territories and the representatives of
Poland and Spain compared the resistance of Palestinians in the Jenin refugee
camp to the Jewish revolt in the besieged Warsaw ghetto 60 years ago.

Schroeder: Germany expects 'clear words' from Arafat against terror
German Chancellor Gerhard Schroeder, speaking Thursday ahead of the Council of
Europe meeting, departed from his prepared text to the German parliament in
order to chastise Palestinian Authority Chairman Yasser Arafat and to stress
Germany's close relations with Israel.

"It's crystal clear: the German government expects clear words from the
Palestinian Authority and especially from Arafat - and other Arab leaders -
against terror and a return to the principle agreed at Oslo that no side can
use terror as a means to reach political goals," Schroeder said, leveling
direct criticism at the Palestinian leader.

Schroeder also indicated his country would lift an arms export embargo on
Israel.

"Israel will get what it needs for its security and it will get it when it
needs it," declared Schroeder in the strongly pro-Israel speech.

"This also means that, given our special historic responsibility, no embargo
measures against Israel will be agreed to or backed," he said without giving
any further details on the arms embargo.

German Defense Minister Rudolf Scharping said earlier this month that Berlin
had halted arms sales to Israel "for a certain period of time". Scharping said
this was aimed at a de-escalation of the violence in the region.

Schroeder vowed that support for Israel's existence and security had been a
cornerstone of German foreign policy after the Holocaust. The Social Democratic
chancellor said it was not just the terrible past which linked Berlin to Israel
but also a set of deeply shared values.

"We are bound [to Israel] by [its] intact and functioning democracy and by a
basic consensus on democratic values," said Schroeder to applause.

"It is important for me to stress that in this region there are not terribly
many democracies which function [like Israel's]," Schroeder said. "This is a
further reason, aside from historical responsibilities, for our close,
inseparable political relations."

Schroeder admitted these ties did not prevent Germany from voicing its views to
Israel and he stressed that Berlin saw no option for Israel other than a
comprehensive peace accord that created a Palestinian state.
