            Three Arabs held in Jerusalem cafe poisoning plot

            Police have arrested three Jerusalem Arabs with links to Hamas who allegedly
            planned to carry out a mass poisoning of patrons of Cafe Rimon, just off the
            capital's Rehov Ben-Yehuda pedestrian mall.

            It was the second time in as many weeks that the alleged direct involvement of
            Jerusalem Arabs in acts of terrorism has been made public.

            The three suspects, who were arrested three weeks ago based on intelligence
            information provided by the Shin Bet, have confessed, police said.

            One of the three, Othman Kiania, 22, from the Silwan neighborhood, worked as a
            chef at the restaurant for the last three years. According to police, he had
            planned to lace pitchers of drinks with toxic quantities of a muscle relaxant.

            The two others were identified as ringleader Sufian Abdo, 23, of Jebl Mukaber,
            who planned to provide Kiania with the drug, and Mussa Nasser, 22, of Ras el-
            Amud, who worked with Abdo. They were indicted yesterday afternoon in
            Jerusalem District Court on charges of belonging to a terror organization and
            supporting the enemy during wartime.

            Kiania, who was the last of the three to be arrested, is expected to be
            charged later in the week.

            A gag order which had been in place was lifted yesterday.

            According to the indictment, Abdo had contacted various members of Hamas via e-
            mail early this year, expressing his willingness to take part in terrorist
            activities. For the next eight months, he and Nasser kept in contact with
            Hamas officials, by providing them with the name of an Egyptian engineer who
            could help them develop Kassem rockets and raise funds for Hamas.

            In July, Abdo told them he wanted to carry out a suicide bombing to avenge the
            death of Salah Shehadeh. They suggested he carry out a mass poisoning at a
            large Jerusalem cafe, and he agreed.

            He then tuned to Kiania, whom he knew from working together part time at a
            laundromat at the Hebrew University. Abdo then went to a pharmacy and
            purchased Delaxin tablets, assuming a large dose would cause the diners to
            have heart attacks after they left the cafe.

            To ensure the potency of the tablets, Kiania suggested that they try them out
            on stray cats. However, before they could do so, they were arrested.

            Nasser proposed that he attack a group of right-wingers who were holding a
            march in the Old City on August 8, but never received permission from Hamas.

            "There is no doubt the terrorist organizations, which are encountering
            difficulty in getting suicide bombers into Israel, are making a supreme effort
            as a last resort to use Arabs who already live and work in the country,"
            Jerusalem Mayor Ehud Olmert told The Jerusalem Post yesterday.

            "It is true that I had hoped that Jerusalem residents would not become
            involved in terrorist activities, and I am deeply disappointed that they
            have," he said. "But it is hard to say that it is beyond comprehension, if you
            take into account the reality we live in." Asked if he envisioned further
            attacks by Jerusalem Arabs, Olmert, who last night paid a solidarity visit to
            the cafe, said that he has "no illusions."

            Ronen Rimon, the owner of the cafe, said he had no warning that his chef was
            planning on poisoning his clientele.

            "We were rather alert over the last two years and we tried to close all
            possible doors [to terror], but we never considered this way," he said. "No
            one ever told us that this worker was dangerous."
            Rimon pointed out that Kiania, who is married and the father of a child, was
            a "very good worker" and that he had met with him last week to discuss an
            increase in his salary.

            "I have just had the shock of my life," said co-owner Yosef Rimon.

            Some 220,000 Arabs live in Jerusalem, most of whom have kept a low profile
            since the current conflict erupted nearly two years ago, focusing instead on
            supporting their families.

            While all Jerusalem Arabs may apply for citizenship, only about 10,000 are
            citizens. The rest have chosen to retain the Jordanian passports they used
            before 1967, but carry permanent resident ID cards. They receive social
            benefits, such as national insurance and health coverage, but cannot
            participate in national elections.
