In the plenary session held yesterday, the PLC strongly condemned all forms????
of "terror" and "state terror" exercised by the Israeli government through its
policy of assassinating Palestinian activists. In an innovative use of
technology to subvert the Israeli closure, Members in Gaza and Ramallah used
video conferencing to conduct the session.
The PLC also lauded the statements made by US President George Bush about the
establishment of the Palestinian state and called for an official initiative to
implement his statements that would alleviate the injustice being done to the
Palestinian people and reinstate their legitimate rights.
The session started with the observance of a minute's silence and prayer for
the souls of the Intifada martyrs???, including the Popular Front for the
Liberation of Palestine leader???, Abu 'Ali Mustafa, assassinated by Israel.
PLC Speaker Ahmad Qurei' emphasized the sensitivity and gravity of the events
taking place in the Palestinian territories in light of the changes and new
developments on the international arena. He also condemned the recent
assassination of a Hamas activist, stating that the imprudent Israeli policy
would return the area to chaos. The Speaker affirmed that the Palestinian
leadership had dealt intelligently and positively with the changes on the
international arena and asked the Council to support the leadership's policy,
pointing out the international consensus on the Mitchell and Tenet documents.
He added that these documents constitute a test to the Israeli government????,
especially with respect to stopping the settlement activity and aggression.
On behalf of the Government, Minister of Parliamentary Affairs Nabil 'Amr read
a special statement dealing with the domestic situation. He pointed out the
importance of President Arafat's meetings in Britain, especially with Prime
Minister Tony Blair, and also mentioned the importance of President Bush's
statement about the Palestinian state.
Marwan al-Barghouthi described the aggression????? against Hamas activists as??
aggression on the Fatah movement???? and on every Palestinian citizen and
emphasized the strength of Palestinian national unity. He also pointed out the
futility of the meetings with Israeli Foreign Minister Shimon Peres, saying
that seeking peace with Sharon is like looking for a needle in a haystack and
running after a mirage.
Deputy Jamal ash-Shobaki said it was important to benefit from the current
international situation????? and warned against running after US promises of a
state and neglecting the goals of an end to occupation, the right of self-
determination, and the return of refugees??? within the framework of a clear
political project.
Deputy Ziad Abu 'Amr said it was important to reform the Palestinian domestic
situation and safeguard the Palestinian unity, which was strengthened through
the Intifada????. He also affirmed the right of citizens to freely express
their opinions within the rule of law.
Deputy 'Azmi ash-Shu'aibi stated that there was a need for a new initiative to
resolve the Palestinian problem, with the participation of a third party, and
warned against returning to the old Oslo paradigm.
Deputy Suleiman ar-Roumy asked the Legislative Council to condemn the terror???
exercised against the Arabs and Moslems at a time when the Israeli aggression
continues against the Palestinian territories and people.
Deputy Nahid ar-Rayyis condemned the barbaric attacks against the Islamic
people of Afghanistan?? using military technology and emphasized that he
objected
to such attacks only because the suspect being pursued had not yet been proven
guilty?????. Ar-Rayyis said he distrusted Bush's statements about the
Palestinian state, which he described as an anesthetic injection to the area.
Deputy Hanan 'Ashrawi said that it was important not to relate what happened in
Washington and New York to the Palestinian problem????. She affirmed that it
was necessary to find radical solutions to existing problems, especially the
Palestinian problem, and said that she considered Bush's promises as principles
only. 'Ashrawi added that it was important to identify future steps??? while
maintaining basic Palestinian premises.
Health Minister Dr. Riyad az-Za'noun then presented a report on the health
situation???? in Palestine during the first year of Intifada. His presentation
received a positive response, and the Speaker and Members applauded the work
done by the Ministry of Health and the staff under very difficult
circumstances.
Minister of Labor???? Rafeeq an-Natsheh presented a report on the Ministry's
work
during the first year of Intifada.
The Council also discussed committee reports, including one by the Economic
Committee, and agreed to put the Penal Code up for a general debate. The
Council will continue its session today.

PLC Statement

Before the conclusion of the session, the Council issued a statement
reiterating its full support for the decisions of the President and the
Palestinian Leadership about strengthening the ceasefire???? and implementing
the
Mitchell's Report and the Tenet Accords - especially at this historic
opportunity for the Palestinian people to attain their national legitimate
rights, including the right of self-determination and return??? and the
establishment of a Palestinian state???, with Jerusalem as its capital????.
The Council also welcomed President Bush's statements about the Palestinian
state but added that the statements should be clarified, supported by actions,
and accompanied by a serious initiative for a just, comprehensive, and
permanent peace based on UN Resolutions.
The Council also appealed to the international community and the United Nations
to condemn the Israeli policy of aggression and procrastination, exercise
pressure on the Israeli government???? to stop its aggression and siege of the
Palestinian people, and implement the recommendations contained in the Mitchell
Report, especially the freeze on all forms of settlement activity, and in the
other decisions embodied in previous agreements.
The PLC also called urgently for the convention of an international conference
on the issue of terrorism to distinguish accurately???? between terrorism aimed
at innocent civilians and legitimate resistance against occupation. The Council
warned against the attempts to describe the current international situation as
a struggle between civilizations and religions???, which could lead the world
into
chaos and total destruction.

      IDF poised to withdraw from Bethlehem

      JERUSALEM (October 28) - The IDF is awaiting orders to go ahead with its
      delayed pullout from the Bethlehem area, after Prime Minister Ariel Sharon last
      night suspended the withdrawal from Beit Jala and Bethlehem scheduled for
      around midnight, due to continued Palestinian fire on Jerusalem's Gilo
      neighborhood.

      Troops in tanks and armored personnel carriers were poised last night to
      withdraw when they were instructed to wait until conditions were right.

      But a senior official in the Prime Minister's Office said that, "If in the next
      few hours the cease-fire is enforced, then we will reconsider the decision,"
      which he said was ordered "because the Palestinians continued to fire on Gilo,
      despite the agreements hammered out in Friday's security meeting, and in a
      meeting between officers on the ground [yesterday].

      "We will not withdraw under fire, just as we will not negotiate under fire,"
      the official added. "When you sign an agreement, you need to comply. We were
      prepared to move, but can't because the firing continues unabated. The
      Palestinians must show some maturity and assume responsibility."

      Last night, a 60-year-old Gilo resident was lightly wounded by a stray bullet
      which scratched his chest as he walked down the street. He was examined at
      Hadassah-University Hospital at Ein Kerem and released.

      In intermittent shooting over the weekend, at least three Gilo apartments were
      hit by gunfire, as were the exterior walls of two apartment buildings on the
      neighborhood's periphery.

      The difficulties over withdrawing from Bethlehem and Beit Jala were expected to
      weigh on attempts by Israel to work out similar pullouts in the other five
      cities the IDF occupied in the West Bank following the assassination of tourism
      minister Rehavam Ze'evi, since the withdrawals from Beit Jala and Bethlehem
      were supposed to be test cases for pullouts from other cities.

      According to the official, Israel and the Palestinians agreed Israel would
      withdraw from Bethlehem and Beit Jala if the Palestinians deployed to enforce
      the cease-fire, stopped the shooting, and arrested those violating the cease-
      fire.

      The official said there was no reason for Sharon to reconvene the cabinet to
      decide to suspend the withdrawal, since it was clear from Thursday night's
      security cabinet meeting that Israel would withdraw only if the Palestinians
      ensured quiet.

      According to this official, Palestinian Authority Chairman Yasser Arafat has
      not made a decision to stop the shooting, and if he has, then it hasn't
      filtered down.

      "This test case is critical," the official said. "If it works here, then we can
      implement the formula in other areas - Nablus, Kalkilya, Tulkarm, Hebron, and
      Ramallah."

      Government officials would not give a time frame for the suspended withdrawal,
      and the move was seen as a pressure tactic on the Palestinian security forces
      to enforce what they agreed to do in an earlier meeting yesterday morning
      between local Israeli and Palestinian field commanders.

      Prior to the suspension yesterday, top field commanders in the West Bank and
      Bethlehem region met to coordinate the IDF handover to Palestinian security
      forces.

      The commander of the Etzion Brigade, Col. Yaron Baum, who took over the brigade
      just last week, set out detailed plans to his Palestinian counterpart. Also
      attending the meeting was the Israeli commander of the district coordinating
      office and the more senior liaison officer, Lt.-Col. Avi Nudelman.

      Senior Israeli and Palestinian security officials, who held a stormy three-hour
      meeting on Friday, are to meet again today. It had been announced over the
      weekend that the purpose of today's meeting was to discuss further Israeli
      withdrawals and the PA arrest of militants.

      On Friday, the meeting in Tel Aviv was mediated by a representative of the CIA.
      Attending for Israel were Avi Dichter, head of the General Security Service, OC
      Planning Maj.-Gen. Giora Eiland, OC Central Command Maj.-Gen. Yitzhak Eitan and
      OC Southern Command Maj.-Gen. Doron Almog.

      Attending for the Palestinians were Jabril Rajoub, head of the West Bank
      Preventative Security Service, Maj.-Gen. Haj Ismail, commander of the West Bank
      police forces, and Maj.-Gen. Tawfik Tirawi, head of the Palestinian
      Intelligence Services in the West Bank.

      The Palestinians demanded at the start of the meeting for Israel to immediately
      pull back its forces from all six Palestinians cities in the West Bank.

      The CIA representative reportedly mediated the situation, and it was eventually
      decided that Israel would first pull out of the Bethlehem and Beit Jala area
      last night and then see how events developed on the ground.

      Israel also reiterated its demand that the Palestinians arrest terrorists and
      fugitives. Israel also demanded that the Palestinians arrest and hand over the
      assassins of Ze'evi. The Palestinians rejected this.

      Defense sources wondered over the weekend whether the Palestinian Authority
      didn't want to, or couldn't prevent the shootings at Israelis and take steps to
      thwart terror. One senior security official said the assessment was that Arafat
      did not want to confront Islamic fundamentalists and the Palestinian street
      directly, and would start exaggerating his position as a "victim" to the world.

      On Friday, Foreign Minister Shimon Peres met with visiting German Foreign
      Minister Joschka Fischer - who met later in the day with Arafat - and asked him
      to relay to Arafat the message that Israel expects the Palestinians to begin
      immediately arresting terrorists, first and foremost the assassins of Rehavam
      Ze'evi. Peres told Fischer that the time for declarations has ended, and it is
      now time for Arafat to back up his declarations with actions.

      Peres passed similar messages on to representatives of the EU, UN, and Russia,
      who also shuttled over the weekend between Jerusalem and Gaza.

      Lamia Lahoud adds:

      Palestinian sources said last night they expect the withdrawal to resume
      following a period of quiet. A PA source said the gunmen wanted to claim
      victory and show that the IDF was withdrawing under fire, rather than in
      accordance with an agreement reached in the security meeting on Friday.

      Rajoub and Ismail have started to send in their people into the areas to put an
      end to the shooting, and things have calmed down, another PA source added.

          Jerusalem-----October 28......An ISA [formerly GSS] and Israel Police Northern
          District CID investigation have revealed that a number of brothers from the Abu
          Latif family from the Galilee village of Rama have been involved in the
          smuggling of explosives and other weapons from Lebanon into Israel.

          Four family members have thus far been arrested in the affair which has been
          under investigation since the September. The four are Latif Abu Latif, Loay Abu
          Latif, Alla Abu Latif from Rama, and Alla’s
          brother-in-law Roni Mazhar from Daliat el Carmel. An additional suspect,
          Suleiman Abu Latif, is wanted by the police, and is still at large.

          The above mentioned suspects, as well as other members of the Abu Latif family
          in Rama, are known to police for their criminal activities over recent years,
          mainly in the area of illegal drugs and weapons.

          Investigation of the affair has revealed connections between the suspects and
          Lebanese drug lords who are connected to Hizbullah and operate on its behalf.

          It was clarified during the investigation that the Hizbullah has taken control
          of the area adjacent to the border fence, and has conditioned the continuance
          of the Lebanese and Israeli drug traffickers’ drug flow to Israel on the supply
          of services to Hizbullah.

          Evidence has been gathered during the investigation that around the months of
          April or May the suspects were involved in smuggling packages from Lebanon
          across the security fence into Israel. The packages contained, among other
          things, four claymore explosive charges, a mortar, explosive detonators,
          pistols and hard drugs.

          Part of the package contents, including explosives and the mortar, were located
          and seized by the police and ISA based on information from the investigation.

          It was clarified that the suspects concealed the explosives and weapons in
          Israel pending directions from the Lebanese regarding sources in the
          territories or Israel who were supposed to receive the weapons and transfer
          them to PA territory.

          The Haifa District Attorney’s Office will soon indict the suspects in Haifa
          District Court on charges of contact with a foreign agent, importation of – and
          trafficking in – weapons, importation of – and
          trafficking in – dangerous drugs, providng services for an illegal
          organization, concealing aid to an enemy and conspiracy to aid an enemy.
