Amnesty cites racist violence, anti-Semitism in France

      By DPA

PARIS - The number of acts of racist violence in
France is troubling, the human rights group
Amnesty International said Wednesday in its annual
      report.

      "Arabs continue to be the
      principal target of racist
      acts," Amnesty said, while the
      French Jewish community has
      been victimized by what the
      report calls "a wave of
      attacks".

      "No fewer than 395 anti-Semitic
      acts were recorded in the

months of March and April alone, during the
course of which a number of synagogues... were
      vandalized," Amnesty said.

In addition, the group criticized acts of police
brutality often carried out during identity
      checks.

Amnesty also said it was troubled by the decision
of Interior Minister Nicolas Sarkozy to gradually
      equip French police with so-called flash-balls, a
      weapon that fires rubber projectiles.

Although these weapons are not generally lethal,
they can cause severe injuries and even death if
fired at close range, the report noted

Israel to boycott Belgian court case

      By Moshe Gorali

Israel on Tuesday told the Belgian court hearing a
war crimes suit against Defense Ministry director
general Amos Yaron that it will boycott all future
      proceedings.

The suit, which asks Belgium to
      indict Yaron for war crimes
      under its universal
      jurisdiction law, was filed by
survivors of the 1982 Sabra and
      Chatila massacres, which were
      carried by out Israel's
      Lebanese Christian allies
      during Israel's invasion of
      Lebanon that year.

It charges that several senior Israeli figures,
including Yaron and Prime Minister Ariel Sharon,
were guilty of war crimes for failing to prevent
      the massacres.

Sharon, who was defense minister at the time, was
dropped from the suit after Belgium's Supreme
Court ruled that his current position grants him
      diplomatic immunity, but proceedings are
continuing against Yaron, who commanded the
Israel Defense Forces operations in Beirut at the
      time.

Irit Kahn, who heads the Justice Ministry's
international division, said Israel decided to
stop participating in the hearings after Belgium
amended its universal jurisdiction law earlier
this year. The law empowers Belgian courts to try
alleged war crimes committed anywhere in the
world, even if neither perpetrators nor victims
have any connection to Belgium, and the amendment
gives the government discretion to quash certain
      cases.

"The new Belgian law enables suits to be filtered
on a political basis, and in applying it, [the
Belgians] have discriminated between us and the
Americans," said Kahn. "[The new law] enables the
Belgian justice minister to send such suits back
to the [accused's] country if it is a democratic
country with universal jurisdiction. And behold,
the suit against [former president George] Bush
and his friends was returned to the United
States, but they are continuing proceedings
against Yaron at this stage. From our point of
view, the game is over. There is no reason for
the continued discrimination between us and the
      Americans."

The amendment was enacted two weeks after the
first suit against the United States was filed.
This suit targeted George Bush senior (the
current president's father), U.S. Vice President
Richard Cheney and Secretary of State Colin
Powell for their role in the 1991 Gulf War, when
Cheney was secretary of defense and Powell was
      chief of staff.

Kahn added that this is not the first time the
Belgians have politicized the game. In an earlier
stage of the proceedings, she said, Israel won a
legal victory when the court ruled that the
accused must be present on Belgian soil in order
for a suit to proceed - a ruling that effectively
killed the suit against the Israeli defendants.
In response, however, the Belgian parliament
passed an amendment eliminating this requirement.
"That was politicization aimed at turning our
victory into a defeat," she said.

Nevertheless, Kahn said, Israel and Brussels are
continuing to negotiate over the possibility of
returning the suit against Yaron to Israel.
