US Congress hears resolution on Jewish refugees from Arab lands

The US House of Representatives last week that calls on the international
community to recognize the plight of some 900,000 Jewish refugees from Arab
lands.

Sponsored by Reps. Ileana Ros-Lehtinen (R-Florida), Frank Pallone (D-NJ),
and Jerrold Nadler (D-NY), the resolution, introduced into the US House of
Representatives on October 28, also urges the United Nations Relief and
Works Agency (UNRWA) to resettle Palestinian refugees rather than prologue
their suffering in 50-year-old refugee camps.

The National Unity Coalition for Israel, an umbrella organization of over
200 mostly Christian groups around the US, has started lobbying members of
Congress to support House Concurrent Resolution 311.

Nearly 900,000 Jews fled the Arab world in the years following Israel's 1948
founding, states the resolution, "because they faced a campaign of ethnic
cleansing, and were forced to leave behind land, private homes, personal
affects, businesses, community assets, and thousands of years of their
Jewish heritage and history." According to the American Sephardi Federation,
just 4,000 Jews are left in Arab lands.

Of those who fled, some 650,000 were absorbed into Israel within the
country's first 10 years of statehood, "yet this integration does not
diminish the plight of the refugees who left behind their heritage and their
respective homelands," states the resolution.

UNRWA is urged to implement a program to resettle Palestinian refugees in
their host countries, Arab nations, or third party countries within six
months of the resolution's adoption, and Arab countries are asked to help
finance the cost of resettlement and accept a "meaningful number" of
refugees. Sense of Congress resolutions are not binding.

The UN agency is also asked to immediately replace the anti-Semitic and anti-
Israel educational materials it distributes in its schools and "take steps
to ensure that UNRWA facilities are not being used to store weapons or to
promote violence or terrorism."

An estimated 700,000 Palestinians became refugees after Israel's founding;
unlike other refugees under the UN's auspices, Palestinian refugees are able
to transfer refugee status on to their heirs, and UNRWA currently considers
some four million Palestinians to be refugees.
"Protecting the rights of the Jewish refugees from Arab countries is an
issue that has not been sufficiently addressed by the international
community," the Presidents Conference said in a statement Friday.

They noted that over the past 50 years, the UN has adopted nearly 100
resolutions directly referring to the plight of Palestinian refugees. "In
none of these resolutions is there any reference or expression of concern
regarding the plight of the almost one million former Jewish refugees," it
stated.
