legal english - probelm z punktem umowy

IP: *.interserv.net.pl / *.internetdsl.tpnet.pl 24.09.04, 03:01
Witam życzliwych:-)
Prosze o podpowiedz, o co moze chodzić w poniższym pkcie umowy. Mam wrazenie,
że autorowi pomyliło się i rozumie przez "awarding entity" wadium (o ktorym
mowa w art. 45 Ustawy), gdy tymczasem jest to wg mnie podmiot zgłaszający coś
na przetarg...

The awarding entity according article 45 of the Polish Public Procurement Law
is divided partly by ratio of the turnover of the parties for this project.

Right know I'm trying to figure out how it is possible to divide "the awarding
entity... ...partly by ratio of the turnover of the parties for this project."

"Udzial w przedsiewzieciu, ktory jest regulowany zgodnie z artykulem 45
Polskiego Prawa Przetargow Publicznych*, jest czesciowo przydzielony wsrod
uczestnikow przetargu w zaleznosci od ilosci zgloszonych uczestnikow przetargu."

It's not the best translation, but I hope the main idea is preserved.

What does the word “partly” realy mean? I know that “partly” = partially, to
            some extent...
But it's very odd to say that in here!
It looks like they are going to evenly divide a part of the project between
those who took part in earlier quoting. But this is illegal, isn’t?

It would be illegal to do something like that (at least here in Australia).

If it was a public complex procurement, so it would be illegal to award the
project to say 3 or 4 contractors, just because they had expressed their
interest by sending their quotations on time.
