      they are both correct but should be used differently.

      If your intention was to simply ask the question you would say: Who paid the
      bill last night?

      But if you were asked who paid the bill last night and you didn't know, you
      could say: Good question,. Who did pay the bill.
      The 2nd is a response with a question or with an acknowledgement that you don't
      know the answer

      WEll, in my opinion only the first is correct. When you ask about the subject,
      not object, of the sentence, you don't ,as a rule, use auxiliary verbs.

        You aren't right because both forms are correct. The second one is used when
        you want to put emphasis, you really want to know who did it. It is the same as
        with the example in the present simple tense: "I do like you", meaning: "I like
        you very much".
