a pipeline

HI there!
I have something of a puzzle. Can you explain to me why the englishman say:
I am in a pipeline.
Or: I have my mobile in a pipeline.
I understand that it is a figurative way of saying to be prepared for
something or so. I checked that in a dictionary, but I ask you to explain this
phrase to me in you own words so I can remember it for future. Now it is only
funny for me.
Thanks in advance.

      probably best definition and explanation:
If something is in the pipeline, it has already been planned or begun.
Already in the pipeline is a 2.9 per cent pay increase for teachers.

from: Collins COBUILD Advanced Learner's English Dictionary

I try to member it like "something is going by pipe and be soon done"
