Why do we say: it's three o'clock? What does it mean: " o'clock"? Why "o'" ?

When we say "o'clock" we mean of or according to the clock and this
refers to an exact hour of the night or day - such as 1 o'clock -
rather than minutes past or to.

"O'clock" has its origins from the old English saying of (for
example) 'What of the clock?' 'It is nine of the clock, etc.' But,
modern day English uses a contraction of this hence the quicker and
      more contemporary saying of 'O'clock.'
