      Most underdeveloped countries of the world, like the Kingdom of Lesotho, have
      major problems with developing housing finance solutions. This problem is
      aggravated by heavy migration into the industrialised cities due to the search
      for better living standards by the rural dwellers.

      While financial institutions cannot properly finance housing development,
      individuals, through the involvement of informal savings associations,
      progressively develop housing units. This paper highlights some of the
      challenges of progressive housing finance in Maseru and suggests possible
      solutions.

      Household surveys were conducted, coupled with the structured interview of
      representatives of the commercial banks and the government housing authorities.
      These interviews were mainly to elicit views about the option of the
      microfinance of housing. It was established that the household respondents, the
      government authorities and the banks were aware of the option, while issues of
      risk involved also brought skepticism.

      The option seems not to be practicable in the short-run in Lesotho, but the need
      to mobilize the formation of a revolving fund to which the commercial banks
      could on-lend, as a solution to a lacking housing finance, was however mooted.
