Over the past two decades there have been a number of fundamental reforms that
have shaped migration and Asylum policy within Europe. These reforms have come
in stages of development, with reform being facilitated by a process of
internationalisation and the policy area moving into the international realm.
Although this process began as far back as 1960, with the agreement between
Benelux countries over check points and visa policy, 1985 saw a fundamental
move towards the mass abolition of border checks within the EC. This process
has been one that as with all major European reform, has been piecemeal and has
spanned the years since 1985. It is paramount to state that this piece of
legislation could prove to be the most important part of a comprehensive
European Immigration. Yet, as in 1985 it is still only an inter-governmental
agreement.
In 1985, the Benelux states, France and Germany formed an agreement to simplify
travel between the states. By 1990, the Convention applying the Schengen is
signed and agreements made over visa and asylum policy, closer police
organisation and the setting up the Schengen information System (SIS). It is
not until 1995 that Schengen comes into force.
By March 1995, Spain, Portugal and Greece had joined with Austria joining in
April 1995, with all other member states pledging to join at a later date.

wide definition of a refugee, as well as the Dublin 2 convention on deciding
which country should be responsible for asylum claims;
How to increase returns of illegal immigrants to safe countries of origin,
including an EU Action Plan ready by October on funding and implementing
returns; and
Requesting the Commission to bring forward plans to improve help, co-operation
and technical assistance to third countries.
The proposals are being tabled under the areas for discussion outlined by the
Spanish presidency.
