Angielski - mala pomoc prosze :-)

Mam maly problem z przedimkami typu 'a', 'the', jesli ktos moglby mi pomoc.
1. Lack of money for carrying out (the)certain plans for .. - z czy bez 'the'?
2. ... should be left in (the) local government's hands - z czy bez 'the' i
czy government's hand czy government hands ?
3. The expenses for a/the new equipment ... - 'a' czy 'the'? dziekuje za
pomoc

No ciekawe, sam się sprawdzę:

1 - Lack of money for carrying out THE certains plans for..
2 - ... should be left in local government handS
3 - The expenses for A new equipment...

to nie zalezy w tym przypadku od kontekstu, cos mi sie pomylilo
wszystko przez facetow :/

Jest mała pomoc- zawsze w tyle głowy coś się kołacze, ale z pewnością nie jest
to język angielski. To sen.
