And what about our polish parliament? There is just too much state
in polish state. Who is guilty for this chaos? Just our polish
constitution with such (too) flexible paragraphs like “in the
foreign politics the president should cooperate wit the prime
minister”. Should? Why not. But if they don’t wont? Who should be a
judge by possible conflicts? Americans, Germans or Britons have no
problems here because they have much clearer regulations in
constitutions. Must we have? My proposal: operative power only in
hands of government. Apart from that I see no problem that the prime
and the president are not still together in the same place and time.
Why so many “state in state”? I propose: parliament only with Sejm
but without Senate (can somebody explain why we need the Senate?)
and for president only the veto-right as an element of operative
power but not such imprecise regulation like “foreign policy is
depending from prime-minister and president” – who should decide by
different opinions?
