08.12.03 Numast attacks de Palacio
SSG-TØNSBERG: The British officers’ union Numast has launched a scathing
attack on the post Prestige safety package and terms it a failure and says
that the actions of some EU states are dangerous. Numast says that the
regulatory response to the “Prestige” incident is failing to address the
fundamental problems. It is a mistake to see upon double hulls as a panacea
for much deeper problems affecting the shipping industry. The real problem is
related to the human factor. Numast general secretary Brian Orrel says in a
letter to Transport Commissioner Loyola de Palacio: “Once again, we are
facing the danger of having yet more regulation “bolted on” to existing
requirements, as if somehow we can legislate our way out of the complex
factors that effect our industry”. He also stresses the potential dangers of
double-hulled tankers. And he goes:” Numast believes that a much stronger
emphasis needs to be placed on the operation of ships because a poorly
maintained and badly run double-hull tanker poses a greater potential danger
than a well maintained, properly operated single-hull tanker”. The prime
causes for tanker casualties are not structural, but human. Grounding and
collision account for almost 50 per cent of incidents, while around 11 per
cent relate to hull failure.
