When Switzerland disburses gold profits, the anti-Semites raise their heads

A small but decisive majority of Swiss citizens decided not to establish a
Solidarity Fund for the needy with the profits from the sale of surplus gold in
the national bank. Some of the money for the fund was designated for needy
victims of the Holocaust.

In a referendum held at the end of September, 52 percent of voters rejected the
government proposal to distribute some $500 million equally among three
benefactors: the Swiss national social security system, the governments of the
Swiss cantons and the new Solidarity Fund, whose purpose is to aid the victims
of "racial persecution" worldwide.

On the eve of the referendum, Swiss President Caspar Villiger urged citizens to
support the proposal. Opposing him was billionaire Christoph Blocher, a Swiss
parliament member from an extreme right-wing party, who embarked on a
malevolent campaign against the proposal, whose initial draft had specifically
mentioned Holocaust survivors as eligible recipients. Blocher had also been one
of the leaders of the campaign against the arrangements with the Swiss banks
regarding the deposits left by Jews who perished in the Holocaust.

Following Blocher's campaign against the proposal, the words "Holocaust
survivors" were deleted from the detailed list of eligible recipients, in the
hope that the general definition would have more of a chance of winning
approval.

Blocher continued his battle, claiming that the idea of the Solidarity Fund
is "the result of blackmail by Jewish circles in the United States," and he
obtained enough signatures to force a referendum.

The government proposal concerned the sale of some 1,300 tons of gold from the
storerooms of the national bank. These are gold surpluses over and above the
reserves required to back up the Swiss currency. The sale of half of the
surpluses has already brought the bank some $6.3 billion, and a similar sum
will be earned from the sale of the second half.

In keeping with the proposal, the revenues themselves will remain a national
deposit in the bank and only the interest they accrue is designated for
distribution.

Blocher's success in foiling the Solidarity Fund can be viewed as the success
of his anti-Semitic propaganda, or at least an expression of the opposition of
about half of the Swiss to any more assistance to victims of racial persecution
(and not just Jews). It is, however, worth remembering that according to the
government proposal Jews and other needy persons would actually have received
only a few tens of millions of dollars. Most of the money was designated for
internal Swiss purposes.

Furthermore, in that same referendum an alternative proposal by Blocher - to
transfer all the funds to the Swiss social security system - was also voted
down, and by a similarly small majority (51 percent to 49 percent).

After the vote Blocher hastened to announce that the failure of the
establishment of the Solidarity Fund proved that "it is impossible to blackmail
the Swiss people," and his reference, of course, was to "Jewish blackmail." It
is perhaps more relevant to ask if the main reason was that the Swiss do not
love Jews, or whether they simply don't like giving away money - even to
themselves?

Even more important, however, than the question of the influence of Blocher's
anti-Semitic slogans is an examination of the effect of the affair regarding
the return of the deposits of Holocaust victims. Did the shame of the Swiss in
light of the revelation of the attempt to conceal and steal deposits belonging
to Holocaust victims increase or decrease anti-Semitism among the public? Did
the negative phenomena in the battle over the deposits - the demands of lawyers
for millions of dollars in handling fees and, on the other hand, the anti-
Semitic statements of those opposing return of the funds - settle permanently
in the Swiss consciousness?

Public opinion polls on this issue have not yet been published, although signs
of such a trend can be found in articles and speeches by politicians. In the
absence of specific surveys, it is interesting to see how Swiss Jews themselves
feel about the changes in their gentile neighbors' attitude toward them. The
new Swiss-Jewish weekly Tachlis (purpose) conducted an opinion poll last month
among 540 Jews, a substantial sample considering the Swiss Jewish population
stands at about 18,000.

The poll showed that 58 percent of those surveyed sense a deterioration in the
status of the Jews in the past two years. Forty-one percent feel their status
has not changed and only 1 percent feel their situation has improved.

Regarding expressions of anti-Semitism, a third of those surveyed said they
felt no change while 38 percent believe there has been an increase; among them,
77 percent feel that this increase is because those who hate the Jews now dare,
more than ever, to openly express their feelings.

Some 18 percent - almost one in five - of those surveyed said that since the
beginning of 2002, they have received comments or letters of an anti-Semitic
character. This figure was 11 percent for the whole of last year, and that is
an increase of over 60 percent in the incidents of personal experience with
verbal anti-Semitism. It is interesting to note that Jews in the French-
speaking regions feel a more pronounced rise in anti-Semitism than those who
live in the German-speaking regions.

It is quite worrisome that young Jews (to age 34) are reporting a much larger
number of encounters with anti-Semitic phenomena than older Jews. Perhaps it is
not surprising, then, that according to the survey, Swiss Jews have heard a lot
more criticism of Israel's policies in recent months than in the past. The same
is being said by Jews in most Western European countries. In Switzerland 69
percent of those surveyed said they had experienced such criticism since the
beginning of the year.

If there was ever any doubt, the referendum indicated almost unequivocally that
there is a connection between Israel's policies and the attitude toward Swiss
Jews. Eighty-one percent of those surveyed feel that Israel's behavior has "a
very great effect" or "a significant effect" on the situation of the Jews in
Switzerland.

Israel is always grateful for the support of Diaspora Jewry. In certain
countries - and not just in the U.S. - the governments even take this support
into consideration. It is clear, however, that this also works in the opposite
direction. What the Israeli government does (or doesn't do) affects the
situation of the Jews no less, and perhaps even more, than the support of
Diaspora Jewry affects the attitude of their governments toward Israel.
