Poprawnie jest tak:
There are people here.
There are 3 people here.

Generally speaking (as you probably know very well) there IS is used with
singular nouns and there ARE with plural nouns.
In everyday converstaions both forms are equally popular. When writing an
English test,however, I would try to keep it very grammatical or it sure won't
get checked off.

There are two/three people here.
These are seats (on a roller coaster, for example) for two persons
It's a two-person (jako adjective) seat
Two persons at a time, np. do wejscia....
There are a lot of people (jako masa, ale niezbyt "poprawnie")
Powinno byc: There are many people. (super-duper poprawnie).
Najgorzej chyba brzmi: there's many people, przynajmniej dla mojej wyczulonej
anteny! Ogolnie chyba mozna rzec: persons jako jednostkowo..osoby
people zbiorowo jako ludzie. Podobnie jest w polskim, wiec... what's the big deal?
