LONDON (AFP) - More than 3,000 English football hooligans were due to have
handed over their passports to police to prevent them travelling to the World
Cup in Germany.

The 3,286 football supporters subject to a banning order preventing them from
attending matches were required to hand their passports in to their local
police stations by 5:00pm (1600 GMT) Tuesday.

They will also be required to attend a police station each time England play
during the tournament.

If they do not comply with the order, the fans face six months in prison and
a fine of up to 5,000 pounds (7,250 euros, 9,400 dollars).

British police at borders, airports and ports will also have a list of names
and photographs of hundreds of other fans who are not subject to banning
orders but who could be prevented from leaving the country if they display
threatening behaviour.

These include hundreds of supporters whose banning orders expired this year
and were not renewed.

"Officers will use all powers available to them to stop high risk supporters
leaving the country," said Bryan Drew, head of the UK Football Policing Unit.

In all, around 100,000 England fans are expected to travel to Germany for the
World Cup, the biggest foreign contingent.

Foreign Office Minister David Triesman is expected in Berlin on Wednesday to
meet his German counterpart and discuss security measures around the England
games.

These include the deployment of a 20-strong mobile team in cities where
England play and a 24 hour call-centre in Berlin, Triesman said on Tuesday.

problems with football hooligans?
Are the fans of other participating countries complete saints?
Why the focus on only those 3?
And if rightly so, why is it a problem in THOSE 3 countries????

      England and Germany are large, powerful countries (which breeds chauvinism)
      where football has always been taken very seriously.
      They have also developed a violent hooligan subculture, as have Holland and
      Poland. This is partly a question of fashion, as with all subcultures, and
      partly a result of living conditions in the inner cities where most of these
      people are from.
      It used to be a big problem in Scotland, especially during the hopeless grey
      years of the 80s, but since about 1989 or 90 most psychopaths have tended
      towards mindless unorganised violence.
      On a wall in Sosnowiec, amongst the macho bollocks about how Zagłębie hools are
      violenter than Silesian hools, there's a huge painted statement:
      "IN THIS SHIT HOW COULD WE LIVE ANY DIFFERENTLY?"
      Which says a lot.

        I too think it is about subcultures. But Brasil and Columbia has subcultures
        and slums, like Poland too. And yet you never hear about the authoties being
        worried about them during any world cup.

        I wouldn't say England was large, I would say the social system is too good and
        enables these louts to travel to football matches. Same with Germany.

        Do you see a large coincidence between unemployment and football hooliganism?

          How many of Sao Paolo's slum-dwellers can afford to fly to Europe for the world
          cup? And for most of them violence without machine guns probably isn't proper
          violence.

          These are large, very powerful countries in a European context.
          "Ireland for the Irish" doesn't sound as sinister as "Germany for the Germans".

          Not really, but there seems to be a connection between frustration and
          hooliganism.
          Frustration can be caused by poverty, but it can also be a result of boredom
          and alienation.
          And for some folk violence is a hobby. You've got a fairly good job, nice
          house, loving family, so what do you do when you've had a bad day? You can't
          hit your boss because you'll lose your job, you can't hit your wife or kids
          because you love them, and hitting strangers is stupid and irresponsible, so
          you fight with others who want to fight. They might want to fight for different
          reasons, but you get the adrenaline out of your system.
