"The State. Chile is a state with a social and democratic rule of law. It is plurinational, intercultural, and ecological. It is constituted as a republic of solidarity, with gender-equal democracy, and it recognizes dignity, freedom, and the substantive equality of human beings, and their indissoluble link with nature, as intrinsic and inalienable. The protection and guarantee of individual and collective human rights are the foundation of the state and preordain all of its activity. The duty of the state is to generate the necessary conditions, and provide goods and services, to ensure equal enjoyment of rights, as well as the integration of all persons into political, economic, social, and cultural life, pursuant to their overall development."
