Is 80% a privileged elite?

For some people, a major concern about the revised appraisal and promotion
system seem to be that it might only benefit a privileged elite. So,
clarifications may help a greater understanding.

The proposed new system offers to promote 80% of entry grade officials in
accordance with the promotion speed foreseen in the Staff Regulations or
faster (in this case 3 years or less). For the other grades, we also expect to
see 75% or 70% of officials promoted after four or five years in the grade
(depending on the grade) or faster, which is the length of time set out in the
Staff Regulations, once the transition is over.

Where does the confusion about privileged elite come from?

The confusion arises from assuming that the 30% of officials in the highest
performance levels (8% and 22% respectively) will translate into 30% supposed
“fast careers” and that officials would find themselves stuck in a particular
performance category. This is not the case. Officials will not be 'booked'
permanently in the higher performance levels. Getting faster than average
promotion will depend on showing a high level of performance over a certain
period time, and we expect there to be substantial rotation between the
levels, depending on an individual’s performance each year. This will give
everyone a chance to benefit from a faster promotion, depending on his or her
efforts.

It is precisely to avoid creating an elite that a large group of officials are
foreseen for the highest levels.

The objective is not to have 30% fast careers but to have 70-80% of officials
(depending on the grade) promoted in line with the speeds in the Staff
Regulations or even faster. This objective of 70%-80% will be enshrined
explicitly in the new legal text: if the results should depart substantially
from this "target", the Commission commits itself to amend the system. This is
the first time that such a legal guarantee is foreseen.

        Byly nie wiem jak polished sie do tego ustosunkowuje ale ja to jesli
        bede w tych top 8 procent to bede za, jesli bede w tych 70 to jestem
        przeciw a jak w tej sredniej grupie to jestem i za i przeciw:-))))
