Całkiem możliwe.Nie była to szczególnie sprawna elektrownia.

"Incidents and safety problems
The Kursk Power Plant is the power plant with most, reported, incidents with RBMK-reactors. Up until the end of 1995, it was reported 230 incidents which involved security hazards. In January 1993, reactor number three was shut down due to a burst pipe. The burst resulted in emission of radioactivity inside the power plant. Reactor number two was shut down the same month due to an uncontrolled pressure increase in the reactor-core. In May 1993 radioactive contamination was registered from a container which contained spent fuel. This was registered while the container was transferred from the reactor hall to the storage pool nearby. After the Russian Nuclear Inspection had registered eight serious incidents at the power plant, two of the reactors were set to down to 70% effect pending security improvement. In November 1995 two workers were exposed to a serious radiation dose, while they were removing a destroyed fuel-assembly."
