commune/municipality - traktuję jako gminę w nowym podziale administracyjnym,
używając commune w wypadku małych miejscowości a municipality w wpadku gmin
miejskich.
Co do borough - wydaje mi sie w dzisiejszej Polsce nie bardzo ma
zastosowanie ...

municipal- podzial miejski , wyrazenie stosowane raczej w podziale urzedow.

How could be translated into English "dzielnica" and "mieszkania komunalne"?

komunalny = municipal? (in the UK - council houses)
