Aresztowania oskarżonych o terroryzm w Wielkiej Brytanii

Ośmiu mężczyzn, zatrzymanych 3 sierpnia w czasie akcji brytyjskiej policji,
oskarżono, na podstawie prawa antyterrorystycznego, o działalność
terrorystyczną - poinformował Scotland Yard. Zarzuca się im udział w spisku w
celu zabójstwa. Dziewiąty z aresztowanych został oskarżony o nielegalne
posiadanie broni.

Mężczyźni, podejrzani o związki z Al-Kaidą, zostali zatrzymani w trakcie
antyterrorystycznej obławy przeprowadzonej na obszarze całej Wielkiej
Brytanii po alarmach w Stanach Zjednoczonych i aresztowaniach w Pakistanie.

Policja zatrzymała wówczas 13 osób. Dwie zwolniono bez wysunięcia oskarżenia,
a dwóch kolejnych nie oskarżono o działalność terrorystyczną, lecz postawiono
im zarzut posiadania fałszywych dokumentów.

Scotland Yard nie podał szczegółów dotyczących oskarżonych o terroryzm.
Według wcześniejszych doniesień prasowych, jednym z aresztowanych jest Abu
Musa al-Hindi, który miał planować atak na londyńskie lotnisko Heathrow.
Hindi jest też prawdopodobnie autorem dokumentów wywiadowczych, które
wywołały alarm terrorystyczny w USA. (uk)

      Britain Charges 8 in Terror Plot Tied to U.S. Alert

      LONDON (Reuters) - Britain charged eight terrorism suspects Tuesday and said
      one had plans which could be used in terror attacks on U.S. financial targets
      in New York, New Jersey and Washington.


      Charges were the first official confirmation that the British suspects, seized
      in raids two weeks ago, were linked to a high-profile security scare in the
      United States this month and an unfolding terrorism probe spanning three
      continents.


      All eight were accused of planning to commit murder and public nuisance "by the
      use of radioactive materials, toxic gases, chemicals and/or explosives to cause
      disruption, fear or injury," police said in a statement.


      One of them, Dhiren Barot, 32, was also accused of having "reconnaissance
      plans" of the Prudential building in New Jersey, the New York Stock Exchange
      (news - web sites) and Citigroup headquarters in New York, and the
      International Monetary Fund (news - web sites) in Washington.


      United States security officials told Reuters that Dhiren Barot was the same
      man as Abu Eissa al-Hindi and Abu Musa al-Hindi, a key al Qaeda operative in
      Britain.


      "Dhiren Barot is Hindi," one U.S. security official said.


      United States counter-terrorism officials have described Hindi as the most
      significant of the men arrested in the recent swoop by British authorities.


      British police did not disclose any aliases.


      The plans were "of a kind likely to be useful to a person committing or
      preparing an act of terrorism," said the police.


      ORANGE ALERTS


      The United States imposed its second-highest security alert around those
      buildings on Aug. 1, saying authorities had obtained plans of them from a
      suspected al Qaeda computer expert held in Pakistan. The British suspects were
      arrested two days later.


      Barot also had two notebooks containing "information on explosives, poisons,
      chemicals and related matters," while another suspect had "an extract of the
      terrorism handbook."


      The other seven are Omar Abdur Rehman, 20, Zia Ul Haq, 25, Abdul Aziz Jalil,
      31, Nadeem Tarmohamed, 26, Mohammed Naveed Bhatti, 24, Quaisir Shaffi, 25 and
      Junade Feroze, 28.


      A ninth man was charged with possession of a weapon. Four others arrested at
      the time have been freed or charged with unrelated offenses .


      As has repeatedly been the case over the past several weeks, senior U.S.
      officials had more to say about the anti-terrorism developments in London than
      their British counterparts.


      Attorney General John Ashcroft (news - web sites) said in a statement U.S.
      agents had worked closely with Britain in the matter.


      "We commend the United Kingdom's action today in bringing criminal charges
      against individuals who may have connections to potential terrorist activities
      in the United States."





      Britain's Home Secretary David Blunkett issued only a brief statement saying he
      was pleased police had benefited from a law change giving them additional time
      to charge suspects.

      Britain has arrested more than 600 terrorism suspects since the Sept. 11
      attacks but has charged fewer than 100 and convicted only 15 of terrorism
      offenses.

      Gang charged with plot to hit UK with 'dirty bomb'

      Eight in court after officials gave warning of al-Qaeda threat




      EIGHT British men will appear in court today charged with plotting terrorist
      attacks against targets in the UK using radioactive “dirty bombs”, poison gas
      and chemicals.
      One of the men is alleged to have had reconnaissance plans for attacks on
      financial institutions in three US cities. Another is charged with possessing
      an extract from a terrorist handbook that gives details of how to prepare
      chemicals and recipes for explosives.



      The eight, all Muslims, face charges of conspiracy to commit murder in Britain
      and will appear at a high-security court in South London today.

      The alleged terrorism target list includes the New York Stock Exchange, the
      Citigroup building in New York, the International Monetary Fund headquarters in
      Washington and the Prudential Building in New Jersey. The men, aged between 20
      and 32, were arrested two weeks ago in one of the biggest counter-terrorist
      operations against suspects linked to al-Qaeda.

      After being held and questioned at Paddington Green police station in West
      London the men were jointly charged with plotting murder and “the use of
      radioactive materials, toxic gases, chemicals and/or explosives to cause
      disruption, fear or injury”. They had been seized in a series of armed raids in
      London, the Home Counties and Lancashire.

      Their arrest came days after US officials had given warning that al-Qaeda was
      planning attacks against a number of landmark buildings.

      The alert came from Tom Ridge, the US Homeland Security Secretary, on August 1.
      He said that he was raising the terrorism alert level for financial
      institutions in New York, Newark and Washington because of intelligence about
      potential terrorist attacks.

      It is understood that the US authorities may apply for extradition against some
      of those charged. Senior US officials have already held high-level talks with
      Home Office lawyers and the police.

      John Ashcroft, the US Attorney-General, said that he is considering whether to
      bring charges in America against some of these men. “Prosecutors from the
      Justice Department’s Counterterrorism Section and the US Attorney’s Office in
      Manhattan will explore every aspect of this case and evaluate whether
      additional charges, including potential charges in the United States, are
      appropriate,” he said.

      David Blunkett, the Home Secretary, who is on holiday in Italy, said: “I have
      been kept regularly updated throughout the investigations. We must now let the
      judicial process take its course.”

      The British security and intelligence services, MI5, MI6 and GCHQ all
      participated in the investigation, which also involved close co-operation with
      the CIA and the Pakistani intelligence service.

      The greatest concern in all the counter-terrorism operations since the
      September 11 attacks has been the threat of an unconventional terrorist act
      using chemical, biological or radiological devices that could cause long-term
      pollution and widespread panic.
      Dhiren Barot, 32, who converted to Islam, is charged with possessing
      reconnaissance plans of the US financial buildings and having notebooks with
      information on explosives, poisons, chemicals and related matters. He was
      arrested as he went into a beauty parlour near his home in Willesden, northwest
      London. Qaisar Shaffi, 25, also from Willesden, is charged with owning an
      extract from a terrorist’s handbook, which explains the use of chemicals and
      explosive devices.



      The others charged are: Mohammed Naveed Bhatti, 24, Abdul Aziz Jalil, 31, Omar
      Abdul Rehman, 20, Junade Feroze, 28, Zia ul Haq, 25, and Nadeem Tarmohammed,
      26. The police statement said the men “conspired together and with other
      persons unknown to murder other persons”. A ninth man, Matthew Philip Monks,
      32, was charged with having a prohibited weapon.

      Two of the 13 men arrested during the raids on August 3 were freed without
      charge; two more are no longer being questioned under the Terrorism Act but
      were rearrested on suspicion of other offences. One has now been charged with
      possession of a forged document and the other has been bailed on suspicion of
      possession of a forged paper.

      Mudassar Arani, solicitor for seven of the men, said that they had been
      psychologically abused through being held in solitary confinement and in some
      cases stopped from reading the Koran. She also said that one of her clients had
      been hit in the face by police.

      Scotland Yard would not say last night whether they are looking for any more
      suspects as part of this operation.

      Police in Pakistan are still questioning Mohammed Naeem Noor Khan, who is
      suspected of being a communications expert for al-Qaeda.

      Terror plot suspects remanded in custody

      Eight Britons accused of plotting terrorist outrages in Britain and the United
      States have been remanded in custody after appearing at a high-security court
      in London.

      The men were ordered to appear for a preliminary hearing at the Old Bailey on
      Aug 25 by Bow Street magistrates, sitting at Belmarsh court in south-east
      London.

      They are jointly charged with conspiracy to murder and planning to use
      radioactive materials, chemicals, toxic gases or conventional explosives in an
      attack.

      The suspects arrived at the court in two police convoys two hours apart.
      Dressed identically in jogging trousers and white T-shirts or jumpers, each
      defendant was led into the dock by two police officers.

      The suspects, who at one point had 13 officers guarding them in the dock, spoke
      only to confirm their name and give their date of birth.

      Abdul Aziz Jalil, 31, of Luton, Beds, was the first suspect to appear in court.
      He sat alone in the dock as he was read the two conspiracy charges.

      Nadeem Tarmohammed, 26, from Willesdon, north London, faced the same charges
      when he was brought into the dock moments later as well as a third charge under
      the Terrorism Act 2000.

      He is accused of possessing a "reconnaissance plan" for the Prudential Building
      in New Jersey which was "likely to be useful to a person committing or
      preparing an act of terrorism".

      Two other defendants, Zia Ul Haq, 25, from Paddington, and Qaisar Shaffi, 25,
      from Willesden, were then brought into court to face the conspiracy charges.

      Shaffi, who shook his head as the charges were read out, was also charged under
      section 58 of the Terrorism Act and accused of possessing an extract from
      the "terrorists' handbook", which contains information on preparing explosives.

      The four other defendants appeared in the dock together and were guarded by
      eight police officers.

      They were: Dhiren Barot, 32, from Willesdon; Mohammed Naveed Bhatti, 24, of
      Harrow, Middlesex; Omar Abdul Rehman, 20, of Bushey, Herts; and Junarde Feroze,
      28, of Blackburn, Lancs.

      Few details of the cases against them were given in court, but they were all
      read the two conspiracy charges.

      Barot also faces two further charges under section 58 of the Terrorism Act,
      including possessing "reconnaissance plans" for the New York Stock Exchange,
      the International Monetary Fund in Washington and Citygroup in New York.

      He was also accused of possessing the same plan held by Tarmohammed of the
      Prudential Building in New Jersey.

      Earlier, a ninth man, Matthew Monks, 22 from Sudbury, London, appeared in court
      on his own charged with possessing an illegal firearm.

      He pleaded not guilty and was remanded on conditional bail to appear before Bow
      Street magistrates on Sept 29.
