Wydaje mi sie, ze tu znaczy "program". Podobnie jak "pension scheme" - "program
emerytalny"

"to run a scheme" - "prowadzic program X" (emerytalny, for example)

the Romans - life assurance? Their premiums must have been sky high ;o)
