Saddam Hussein must be removed. By George P. Shultz Friday, September 6, 2002 Are we to be the Hamlet of nations, debating endlessly over when and how to act? Saddam Hussein's performance as ruler of Iraq is a matter of grave concern not just for the United States but for the international community as a whole. The major debate going on in the media, in Congress and with our friends and allies is necessary. But it is also necessary to move beyond debate and create the clarity that is the basis for action. The world now has entered the third decade of crises and dangers to international peace and security created by Saddam Hussein. In 1980 he launched an eight-year war against Iran. Chemical weapons were used, and at least 1.5 million people were killed or severely wounded. In 1990 he invaded Kuwait in a war aimed at eradicating another state's legitimate sovereign existence. As he was forced out, he deliberately created environmental degradation of gigantic proportions. He has used chemical weapons against the Kurdish people in an attack on a genocidal scale, and he has sent his forces into Kurdistan to conduct widespread slaughter. He has relentlessly amassed weapons of mass destruction and continues their development. He has turned Iraq into a state that foments, supports and conducts terrorism. No other dictator today matches his record of war, oppression, use of weapons of mass destruction and continuing contemptuous violation of international law, as set out by unanimous actions of the U.N. Security Council. Against this background, much of the current debate ignores the facts of the United Nations' long series of steps to rein in Saddam Hussein and authorize action against his regime. A strong foundation exists for immediate military action against Hussein and for a multilateral effort to rebuild Iraq after he is gone. A remarkable series of U.N. Security Council resolutions in 1990 and 1991 authorized war to oust Hussein's forces from Kuwait. This was the basis for the Desert Storm campaign that won the Gulf War in 1991. With that military victory, a Security Council resolution declared the "suspension" of offensive operations, deliberately leaving intact the original authorization to use force. Then Security Council Resolution 687 imposed a series of demands upon Iraq with the objective of restoring peace and security in the area. This carried the case against Hussein beyond the matter of liberating Kuwait to focus on the elimination, under international inspection, of his weapons of mass destruction. In other words, the threat to the region and the world of a decisively armed Iraq was fully recognized and declared unacceptable. In the first years after Desert Storm, U.N. inspectors uncovered Iraqi facilities used to manufacture weapons of mass destruction. They dismantled uranium-enrichment and other nuclear weapons installations and destroyed a chemical weapons plant and hundreds of missile warheads armed with poison gas. Threats of Iraq's noncooperation were countered by U.S. airstrikes. But even limited Iraqi compliance decreased sharply over time. The U.N. inspectors did what they could. They found a lot, but they missed even more. In 1995 Lt. Gen. Hussein Kamel Hassan Majeed, a son-in-law of Saddam Hussein, defected and revealed that Hussein was making biological weapons at a center where inspectors had found nothing. The center, which had produced 30,000 liters of biological agents, including anthrax and botulinum toxins, was destroyed, but the inadequacy of inspections in Iraq was demonstrated. In 1997 Saddam Hussein escalated his campaign of harassment, obstruction and threats against the inspection effort. He activated ground-to-air missile systems to deter inspection flights. Syria, Lebanon, the Hizballah and the Palestinians have been enlisted to provoke a massive confrontation with Israel that will serve as a second front and hamstring the US offensive. This is revealed exclusively by DEBKAfile ’s Iranian and Middle East sources, in the wake of a secret visit that Iran’s deputy foreign minister for Arab and African affairs, Mohammad Sadr, paid to Syria and Lebanon this week. The Iranian visitor found the door wide open. Syria’s Bashar Assad shares Tehran’s conviction that the installment of a pro- American regime in Baghdad is extremely dangerous, a direct threat to the Ayatollahs in Tehran, the Baath regime in Damascus, the freedom of operation of the Syria-based Palestinian terror groups and the very existence of the Lebanese Hizballah, Tehran’s primary arm for overseas operations and intelligence. The Iranian game plan as revealed to DEBKAfile was charted step by step: A. Iran’s hardline spiritual leader Ayatollah Ali Khamenei set up a supreme security council to formulate a plan to prevent or foil the American assault on Baghdad. Its members: Revolutionary Guards Commander Lt. Gen. Yahya Rahim- Safavi, international affairs adviser Ali Akhbar Velyati (former foreign minister) and one of the first founders of the Hizballah, Ali Akhbar Mohtashemi-Fur, who has meanwhile joined the reformist faction in the Majlis. Their fundamental conception was that were the United States and Israeli to decide that war on Iraq bears too high a price, Washington would drop its anti- Saddam offensive. B. To ensure that both these foes felt threatened, the Iranian planners proposed ordering the Hizballah to launch massive pre-emptive assaults against Israel on a scale bound to drag the Israelis into military retaliation against Syria, as well as Lebanon. This action, the Iranian tacticians believe, would lead the Americans to halt their war preparations. Even if they were well into their offensive, the Israel-Syrian war would stop the Americans in their tracks or slow them down. The security council in Tehran thereupon dispatched deputy foreign minister Sadr to Syria and Lebanon to bring its plan to fruition without delay. DEBKAfile’s military and intelligence sourcesreport that the Iranian envoy began the week in Damascus in conferences with President Assad, the Syrian defense minister and army corps commanders including military intelligence and air force. Tuesday, September 3, Sadr arrived in Lebanon for a marathon round of talks with Hizballah secretary general Hassan Nasrallah and two senior lieutenants, Hashem Saffi-e-din and Naim Kassem. All these talks were termed by our sources operational-tactical, covering also Iran’s plan for coordinating the field action among the various Syrian and Lebanese military and terrorist forces. Upon Sadr’s request and with Assad’s permission, a delegation of Palestinian leaders and operations officers based in Damascus was secretly invited to Beirut Tuesday to discuss Palestinian integration in the war plan formulated in Tehran with Qadr Nureddin, the Hizballah’s south Lebanon commander. In particular, they talked about roping in the inmates of the large Palestinian refugee camp of Ein Hilwa – both for military operations against Israel and for a cycle of terrorist strikes against American targets around the Middle East. According to our sources, the Hizballah greeted their new directives from Tehran with enthusiasm and are preparing very shortly to launch a fresh wave of anti-Israel military operations to begin in the region of Ajar, a border village straddling the Lebanese-Israeli border. We did it and we will do what will rest upon us of the honor of responsibility to liberate Palestine as part of our duty according to our belief. We know that the land of Syria would not have been occupied, and the land of Egypt too at that time, had they not believed then in what we believe in and talk to you about now. Therefore, we say: No true believer is exempted from jihad according to its religious description, and no true ardent Arab, within his nation and his Ummah, is exempted from his role in liberating Palestine and its Crown, al-Quds. We, or rather some of us, are able to do this if we will it, after believing in Allah and trusting in Him, glorified be His Name. Brothers, If each of the rulers of the Ummah, including ourselves, be true to himself and ask what his people want down deep in what they think of and believe in as an expression of their religious responsibility, he will answer, without hesitation or beating around the bush, that his people want to liberate Palestine and the Crown of Faith on its head, the sacred Quds, and that they believe in jihad as the only road leading to liberation. As ruler of my country, I deeply meditated the question put by my conscience and answered by my reason: What do the people of Iraq want? Even before this and together with this, I myself: Which measure will respond to the principles I have always believed in and have a natural disposition for? My answer was and still is and will remain as long as I live: The liberation of Palestine, through sacred jihad, from the River to the Sea, together with the Crown on its head, the sacred Quds. Role Seen in Son's Assassination Attempt She knew Saddam was willing to go to extreme measures to get what he wanted. Whiskey and Torture Even when relaxing, Saddam's brutal side could come out, she said. According to Lampsos, Saddam loved watching The Godfather, listening to "Strangers in the Night" by Frank Sinatra, or seeing videos of his enemies being tortured. He sometimes donned a cowboy hat, sipped whiskey on the rocks and puffed on a cigar as he watched the torture. "He was happy, happy, happy," she said of the torture viewing. "Happiest day." He was responding to allegations that Israel is unprepared for an strike using chemical or biological weapons. These words came after US President George W. Bush's speech to the UN last night made a possible conflict with Iraq and a subsequent Iraqi counter-strike on Israel seem more likely than ever. Shenhar tried to downplay talk that the Even Sapir gas mask, which was developed at an enormous cost by the Defense Ministry, is a failure. The new gas masks are "some of the best in the world" but are "still in development," he said. However a special committee has advised the Defense Ministry to cut its losses and cancel the floundering Even Sapir project, Yediot Aharonot reported yesterday. Meanwhile, the fact that many gas masks are to pass their best-by date in January 2003, compounded with the delayed introduction of the Even Sapir masks, could leave the country with a shortage of 600,000 masks. In such a situation, the Defense Ministry would be forced to import thousands of masks at a cost of up to NIS 200 million. Shenhar said the Even Sapir masks will not be completely deployed before the November target date for full preparedness in the event of an Iraqi attack using non-conventional weapons. He refused to elaborate on the long-term dangers that a chemical or biological agent could have on cities, ground water sources, or the environment. Hospitals have been stockpiling antibiotics that can be used to combat the deleterious effects of biological agents such as anthrax. In addition the Health Ministry has begun vaccinating about 15,000 emergency workers against smallpox. Israel is the only country which supplies gas mask kits free of charge to all its citizens. According to the IDF, the benefits of the new mask are that it is safer, more comfortable, easier to use, and gives a wider range of view than other masks. Two people suffocated to death during the Gulf War when they failed to remove a special seal when they put on their gas masks. Shenhar did not deny the claim that 2 million people will not have adequate shelter against bombs, missiles, or non-conventional weapons. However, those that either do not have a bomb shelter or sealed room built into their homes (which is now mandatory in all new houses and apartments) will be instructed via the radio in case of an attack. They will be told how to quickly seal a room, using plastic sheets, tape, and other low-technology tools. Not everyone have responded with alacrity to Home Front Command letters alerting them to exchange old gas mask kits for new ones. Iraq’s society is very feudalistic, with most of the population identifying him/herself with one tribe. Tribes have become an increasingly important part of Iraqi society. Even those Iraqi citizens without a tribal background often turn to neighborhood shaykhs for representation or assistance with the government. Saddam Hussein’s family is from Tikrit. Anyone who is Tikriti is easily understood to be affiliated with the regime and the state. Anyone who has a problem with a Tikriti would not receive proper protection from the state as he would in any other country. Individuals in disagreement with a Tikriti in Iraq certainly face severe retributions, and even death. Alternatively, if one is having a problem with the Barzani family in Northern Iraq or the Halabchei family heading the Islamic Movement, one will be persecuted, regardless of one’s identity or political perspective. The Iraq government is a family enterprise. It’s run by family members, tribal members, second cousins, their sons, their nephews. It is a tribal system that runs the country and family relations is the most sure to loyalty, in the system and a guarantor of having no coups, no assassinations from with. Emphasizing the tribal structures as a ruling aspect is quite important as the Iraqi security system is under the umbrella of the National Security Council. The Council is headed by the President and convenes in the presidential palace. When Saddam Hussein is not there, his son-in-law Ali Hassan Majid takes over this function. Lately the ruling family leaders, i.e. Saddam Hussein and his brothers and half-brothers, met and decided that his son Qusay should replace him in all meetings or ceremonies where he is not present due to illness or other reasons. The same applies to the KDP where it has already been decided who is going to replace Massud Barzani, should anything happen to him. They are working on this individual to promote him like a prince. In a passport one will usually find three names: the name of the person, the name of their father, the name of the grandfather. However, the actual surname, which is the indication of the tribe or region one belongs to, is not written in the passport. The Iraqi government came up with this deliberate policy in order to not identify the area or tribe a person comes from for security reasons. This practice is partly a protection for the individual. If somebody is e.g. called a Tikriti, it is easy to know that they are part of the ruling family which may expose them to particular security risks. The tribal society brings along some other consequences: individuals are protected, yet at the same time limited by the tribe. This fact is very visible for women and children. Women belong to the family and do not have much right to choose about their own future. Deciding whether to work or not, choosing a profession, choosing their spouses is not in their hands. What is decisive is the family’s approval. If one defects from the existing social structure, it means that one is immoral. Since immorality would ruin the honour of the family, the respective family member should be punished. In Sulaymaniyah one woman’s nose was cut in order to set an example. She was accused of having an immoral relationship which, however, was not proven. After 1990 there were quite a high number of honour crimes in Iraq, which according to Iraqi law were not punishable. If a woman transgressed a social norm, e.g. by being with a man without marriage or eloping from her husband without permission of the family, the tribal law prescribes capital punishment for this behaviour. This punishment is tolerable according to the Iraqi criminal code. It should give the families the right to instruct their children ethically with the methods they choose, be it punishment at home, be it not letting their children attend a specific school. The result is a circle of social relations at home, with the brothers having superiority to the sisters and the father having superiority to the rest of the family. This pattern is reflected at district as well as government level. After the Baath Party came to power in 1968 they were opposed to this tribal society and wanted not only to abolish the tribal names, reflecting the Ottoman style of naming people, but also to do away with these tribal structures altogether. However, the developments in the Middle East were not allowing them to reach their aim. According to Judith Yaphe, "Baghdad through the 1990s encouraged the reconstruction of clans and tribal extended families where they existed. In other areas, the government al lowed the manufacture of new "tribal" groups based on economic ties or greed. Where the initiative was weak, Baghdad apparently encouraged prominent citizens to take the initiative or permitted non-leading families to manufacture an entity in order to gain power and wealth.... This has created a new symbiosis: the state advances the favored tribes and the favored tribes protect the state. The state benefits from its absorption of the tribes and the tribes use the state to enrich themselves. " In Northern Iraq the tribal society helps the parties to maintain their power by assigning their own people to specific positions in the government and by using the benefits of this mechanism for themselves or their families. When the KDP took over the rule of Arbil, first they just kept everything in the same order in which they had received it. In time, however, they started to promote Bahdinani people (from the northern regions of Kurdistan) to be assigned to positions in Arbil City, the supposed capital of Kurdistan. This caused some reaction from Arbili people, still they support the KDP position in the government and in Arbil City for reasons of security and further settlement in the administration and society. This phenomenon does not only occur with the KDP. The PUK is also including some tribes, assigning tribe members to specific apparatuses. The situation in the south is not different. The head of the Supreme Assembly of Islamic Revolution in Iraq, which is the umbrella organization for Shia opposition groups, is Mohammed Bakr al-Hakim. He comes from the al-Hakim family who for centuries have been scholars. His predecessor Mohammed Sadiq al- Sadr, his name deriving from his tribe, was a well-known scholar of Shia Islam, too. He was was assassinated in Najaf in February 1999. These people are known because of the reputation of their tribe. The rise of an individual is quite rare in this kind of society. The challenge is led by Arafat loyalists, raising for the first time the possibility that he may have to give up some power though his ability to survive and outwit his opponents is legendary. Although the issue driving the current rebellion is official corruption and mismanagement, it also is clear that there is growing dissatisfaction often only hinted at with the handling of two years of violence with Israel that have left the Palestinian territories in ruins. Arafat's growing vulnerability was exposed last week when parliament, led by lawmakers from his Fatah movement, forced his cabinet to resign. Fatah members and even some in Arafat's inner circle now demand openly that he share power by appointing a prime minister, an idea backed by the United States. "This is the time for change, and he should accept this change," said Ahmed Abdel Rahman, a senior Arafat adviser. An August poll suggests that a large majority of Palestinians 69 percent want a prime minister, while as many as 44% want Arafat turned into a figurehead. Just a year ago, talk about Arafat relinquishing some power would have been inconceivable. He was still a key player, courted by world leaders trying to broker a Middle East cease-fire, while at home he controlled even the tiniest details of government. Israel believes it triggered the change by confining him to his West Bank headquarters beginning in December and persuading the United States to shun him. The boycott has turned Arafat into a lonely prisoner. He receives some delegations and the occasional envoy from the European Union or United Nations, but the steady stream of foreign ministers to his Ramallah compound has stopped. Left with little to do especially on curfew days when Israeli troops shut down the entire town Arafat reads, looks out the window, or encourages switchboard operators to put through calls from ordinary Palestinians offering advice or seeking help. Many Palestinians say the humiliation of their leader is counterproductive and will only boost his standing: 34% told pollsters they would vote for him again in January 20 elections, far more than supported anyone else, and that support is expected to increase if no serious challenger emerges. Yet the ultimatum issued to the Palestinians in June by US President George W. Bush replace Arafat or forget about statehood seems to have had an effect. Rahman said Palestinians must realize that as long as the world has no faith in their leadership, there will be no progress toward independence. With unusual candor, he said the Palestinians "crossed red lines" with suicide bombing attacks on Israeli civilians during the current conflict. Under these circumstances, Arafat must make a sacrifice for his people and allow a prime minister to take over some government affairs, Rahman said. The reasons for the rebellion are complex, and not all Arafat critics are crusaders for democracy. For example, some legislators who refused to approve the cabinet last week simply were settling personal scores with ministers. The consensus issue among Arafat critics is official corruption, which many say Arafat condones as a way of maintaining control. The seemingly more pressing problem the dead end Palestinians have reached in two years of fighting with Israel rarely is mentioned. Israel is blamed almost exclusively for the hardships, and many Palestinians are reluctant to criticize Arafat's handling of the conflict since that could amount to admitting defeat. In the past two years, Arafat has zigzagged between pleasing militants and moderates. He has not moved forcefully to prevent attacks on Israelis Israel says he even encouraged them while sending emissaries to truce talks. "The Palestinian policy has become impossible to understand," said Qadoura Fares, a Fatah legislator. "I don't want to defend Arafat, but there are very bad advisers. They are not credible in running the policy." The creation of the new prime minister's post, which would require parliament amending the basic law, is considered the key instrument of change. Ordinary Palestinians overwhelmingly support such reform. "It's time [for Arafat] to think what his people really need, and not what the few around him need," said Hatem Hamdiyeh, 38, a teacher from Gaza City. Arafat should recognize his limitations, said Omar Aldeiri, 46, a teacher from Nablus. When the Soviets came to power they were in favor of autonomous regions for ethnic groups in territorial concentration with their own language, culture, and identity. Birobidzhan was designated for the Jews, and a Soviet system of Jewish education, press, literature, and theater developed in the 1920s and 1930s, while many Jews remained determined to preserve Hebrew and genuine Jewish culture. But the experiment petered out, due in part to assimilation and anti- Semitism. The issue of Birobidzhan came up when Sharon was using an argument on Putin he has used a hundred times before on world leaders and various audiences that Israel is willing to make concessions for peace, but not over the security of its citizens because Israel is the only country the Jews have. It is then that Putin raised his eyebrow. Sharon related this story with humor to the leaders of the Jewish community, and used it to show that Putin is both interested in the Jews, and concerned with their fate. He thanked Putin during their meeting for his unequivocal stance against anti- Semitism, and publicly praised him for this in front of the Jewish audience as well. According to Sharon, Putin said there are now more Jews in Birobidzhan than there were at the onset of the massive Soviet immigration wave in 1990. Sharon said this bears out what he was told by Russian Chabad leaders that there are still 3.5 million Russians who are qualified to immigrate to Israel under the Law of Return. Sharon said it is realistic to talk now about bringing another million Jews to Israel from the former Soviet Union. Putin, according to Sharon, is unique among the leaders of the world because he takes a keen interest in his migr community. In fact, Sharon related, the Russian president makes it a point to call after every terrorist attack and ask for the names of the victims, to see whether they are Russian immigrants, or even people he personally knew. And in order to place Putin in an even more sympathetic light with his Jewish audience, many of them wearing kippot, Sharon related that during his three- hour meeting with Putin, the Russian president arranged for an unscheduled lunch, and took pains to ensure it was kosher. "During the meeting someone kept coming into the room and talking to him," Sharon said. "When I told the president that in Israel this usually means something bad has happened, he replied that he was just informing his aid of what is needed to make the lunch kosher." salomon3 Killing the Future 03.10.02, 12:12 Response to Amnesty International's Report" Killing the Future: "Children in the Line of Fire For the past 2 years ,the IDF has been engaged in difficult and intensive fighting against Palestinian terrorist factions .During this period of fighting ,which was imposed upon the State of Israel and the IDF ,Palestinian terrorist factions perpetrated over 14,500 terror attacks ,claiming the lives of 624 Israeli civilians and IDF soldiers. All IDF operations adhere to international humanitarian law ,in strict compliance with the highest moral and legal standards .In glaring contrast ,Palestinian terrorist factions defy all norms ,be they moral or legal ,deliberately attacking civilians only because they are Israeli ,as described at length in the report .Amnesty International has labeled the Palestinian suicide attacks as crimes against humanity. As part of its adherence to the rules of the conduct of war ,the IDF goes to great lengths to avoid harming civilians ,especially children. This concern is an integral part of soldier training ,of the regulations governing when to open fire ,of orders issued by commanders ,of operational plans ,and of the message conveyed by the highest-ranking officers. Regrettably ,some civilians ,including children ,have been injured during the fighting against the Palestinian terrorist groups .In no case were these injuries intentional .Those hurt were either individuals involved in Palestinian terrorist activity ,or civilians who were unintentionally hurt when they entered a live-fire zone. The Palestinian terrorists are solely and unequivocally responsible for the injuries caused to Palestinian children .Since the beginning of the conflict two years ago ,the Palestinian terrorist factions have cynically exploited children in terrorist activity ,in violation of international law .Children are groomed and dispatched to carry out ;suicide attacks in the centers of the Israeli civilian population positioned at the front lines of demonstrations to hide snipers behind them ;and used to plant explosives and deliver weapons .Moreover ,the terrorist factions have transformed Palestinian civilian population centers into terrorist activity headquarters. One must keep in mind that the Palestinian society and several international organizations have denounced the abuse of children by Palestinian terrorist factions .For one ,the UN Secretary General ."condemned the phenomenon in his report of operation" Defensive Shield It must be mentioned that the Palestinians publicly acknowledged that terrorist organizations paid Rafah Palestinian children 5 NIS) roughly .equal to 1 ($each to thrust explosive charges towards IDF soldiers Forty of those children were injured and became amputees) Alray newspaper ,20 June 2002). Unfortunately ,the UN report does not mention this particularly abominable Palestinian practice. Those who use children to perpetrate terror attacks and those who use houses where children reside to coordinate and perpetrate attacks are responsible for these childrens 'injuries. Authors of the Amnesty report compare IDF operations in which Palestinian children were killed to Palestinian terror attacks in which Israeli children were killed .This comparison is unjustified and baseless. Palestinian terror attacks ,especially suicide bombings ,are designed to cause the death of Israeli civilians ,including children .This is ruthless ,unprecedented ,inhuman terror. On the other hand ,IDF activity is conducted in accordance with the laws of war and is not aimed at injuring civilians .Injuries are occasionally sustained only because Palestinian terrorists act from within Palestinian civilian population centers. Hence ,equating the two sides is baseless ,and indicates a fundamental lack of fairness amongst authors of the report. The authors falsely claim the IDF does not investigate incidents in which Palestinian children are injured ,and grants immunity to the soldiers involved .The fact is that IDF commanders do investigate incidents in which Palestinian civilians were injured .When suspicion of criminal misbehavior by soldiers arises ,the Military Police launches an inquiry .Since September 2000 ,the beginning of operation Ebb and Flow ",over 220 inquiries have been launched by the Military" Police ,including incidents in which Palestinian minors were injured. As examples ,the Military Police launched inquiries regarding the following incidents :the death of Palestinian children near Khan Yunis on 22 November 2001 ;the death of Yasser Kassabi from Kalandia on 8 December 2001 ;the death of Muhamad Hassan Altalalaka near Beith Hanoun on 1 March 2002 ;the death of children in Jenin on 21 June 2002 ;as well as many other incidents. The claims that incidents are not investigated and soldiers enjoy immunity are false .The fact that the IDF investigates and establishes commissions of inquiry ,even while in the midst of intense fighting ,is part of its identity as a professional army.
