European Citizen Card- what is it ??????

Hello,
could you explain me please what formalities should my husband who is French
do, to obtain a legal adress and or work permit?

For work permit it is more or less clear cause we asked in his embassy, but
what I don't understand is all the story about his legal adress- a lady in
district office told me that he should obtain a Karta Obywatela Unijnego
(European Citizen Card). What do we need for this and what is for????

I can't find it on a WEB.

      It's the Karta Pobytu Obywatela Unii Europejskiej/EOG, a little plastic card
      valid for 5 years, it's easier to get than the normal Karta Pobytu, and if
      you've got one you don't need a work permit. You need 2 photos, a passport,
      zameldowanie (z paszportem można się zameldować na czas określony - 3
      mięsiące), and a couple of other things that I can't remember. Once you've got
      it you can zameldować się na 5 lat, enter and leave Poland as often as you
      want, work, vote in local elections and generally do all the funky stuff Poles
      do.
      Some urzędnicy call it Karta Europejczyka, apply at the Urząd Wojewódzki.
