Up to 1990 nobody talked about Upper Silesia because Poland was not a democratic country. It is natural for civic societies to demand strong self government, is it not? As long as the pressure on central government is imposed peacefully, I am all for it. What we experienced in Poland in 1997 was in no way 'reforma samorzadowa'- just another administartive reform. The limited powers gained by the local authorites are being used efficiently in most places in Upper Silesia- in Rybnik or Katowice for instance the town councils have even obtained ISO certificates- sth that is beoynd the reach of many Polish companies, not to mention public service. Why should people not want stronger region when the local level seems to be the only working part of this state. In most other means Poland seems to be falling apart. What are your alternatives? Polish party log rolling, inefficiency and corruption? Warsaw party people send down by Millers and Krzaklewskis in brieftaschen? There is one point more- the EU is most of all regions. In Brussels it is them who lobby, fight for funds and DETERMINE THE QUALITY of membership. If for ideological or other reasons Poland does not give up its centralism, nobody in Poland will fully benefit from the EU membership. > why are you people so stuck up?
