      Bojownicy tymczasem sugerują, że kapitulacja ich ministra obrony to wynik
      szantażu ze strony sił prorosyjskich. Na kilkanaście godzin przed informacją o
      poddaniu się bojownika ich portale internetowe zamieściły oświadczenie
      rebeliantów o aresztowaniu 16 krewnych Magomieda Chambijewa i jego starszego
      brata Umara, ministra zdrowia w separatystycznym rządzie.

      "W celu wywarcia na nich nacisków, 1 marca Kadyrowowska sfora i wojska
      rosyjskie okrążyły Benoj, rodzinną wieś Chambijewów (...), i dokonały obławy,
      po której aresztowano i wywieziono w nieznanym kierunku 16 bliskich krewnych" -
      czytamy w oświadczeniu.

      Według rebeliantów 6 marca Ramzan Kadyrow zapowiedział na spotkaniu z
      przedstawicielem rodu Chambijewów, że aresztowane osoby zostaną zwolnione tylko
      wtedy, gdy broń złożą Magomied i Umar. Strona Kavkaz-Centr twierdzi przy tym, że
      siły promoskiewskie groziły 16 zatrzymanym śmiercią.

      PAP popelnilo gafe: Dr. Chambijew nie moze "zlozyc broni", gdyz nigdy nie mial
      jej w rece. Natomiast jego brat Magomed nie jest tak wazna osoba, jak sie moze
      wydawac z triumfalnych oswiadczen strony rosyjskiej.

      Podobnie zreszta, jak Basajew, ktory obecnie dowodzi tylko mala, stworzona
      przez siebie organizacja terrorystyczna i juz kilkanascie miesiecy temu sam sie
      zrzekl wszystkich funkcji i odcial od mainstreamu, w ogole zaniechajac akcji
      bojowych (swoje wlasne oddzialy zdajac przy tym Abu Walidowi). Co nie
      przeszkadza roznym gazetom ciagle wypisywac o nim, jakim to on jest "poteznym
      komendantem"... nawet, jesli w zeszlym roku mieszkal kilka miesiecy w domku na
      terytorium Rosji z zalediwe paroma ludzmi, organizujac zamachy (po odkryciu
      przebil sie przez kordon, uciekl oblawie i znowu zniknal).

      Last week Russian security services and the Kremlin-backed Kadyrov’s criminal
      administration, in a series of separate operations in Benoi, Grozny and
      elsewhere in Chechnya, selectively kidnapped 16 relatives of Chechen Minister
      of Health Dr. Oumar Khanbiev. The Russian authorities then announced to the
      locals that the detainees would "be tortured to death" if Oumar Khanbiev and
      his brother Magomed Khanbiev do not surrender to Russians.

      This mass and politically motivated kidnapping is a barbaric act of a state
      sponsored terrorism aimed to silence Chechen legitimate political leadership,
      which the world must immediately condemn in the strongest possible terms and
      take urgent actions to guarantee safe and speedy release of the all 16
      kidnapped civilians.

      In February 2000, Oumar Khanbiev, together with 18 members of his medical staff
      and 75 wounded patients, was illegally detained and subjected to torture in
      Russian concentration camps. He was freed weeks latter only as a combined
      result of an international pressure and ransom.

      Since then Oumar Khanbiev has become Chechen key political representative in
      Europe and has done a tremendous job in increasing European and international
      public and political awareness about the situation in Chechnya and searching
      for a peaceful resolution of the Russian-Chechen conflict. In December 2000,
      European Parliamentarians, in recognition of his important work on behalf of
      the innocent victims of the Russian war in Chechnya, awarded Dr. Khanbiev
      with "Passport for Freedom".

      On 4 September 2002, apparently in an attempt to silence Dr. Khanbiev, Russian
      security services kidnapped his younger brother – civilian doctor Ali Khanbiev,
      whose fate, despite of the concerns raised by members of the European
      Parliament and the European Commission, is still unknown. Now, the masters of
      Kremlin and their local puppets kidnapped almost every relative of Oumar
      Khanbiev.

      This crime comes only two weeks after Russian agents committed a terrorist
      attack in Qatar that killed former acting Chechen President Zelimkhan
      Yandarbiyev and severely injured his 13-year-old son. Now we have another crime
      of an open terror. It must not be allowed to succeed.

      The United States of America, the states of the free Europe, the European
      Union, the United Nations, the OSCE, the Council of Europe and all human rights
      organizations must do no less than to demand from President Putin today to
      release the kidnapped civilians, to release them immediately.

        Popieram dążenia niepodległościowe Czeczenów ale uważam, że dalsza kontynuacja
        walki partyzanckiej nie ma sensu. Nie będzie powtórki z I wojny - tym razem
        militarnie Czeczeni nie wygrają. Zamiast tego tracą wybitnych przywódców
        (zwłaszcza szkoda Gełajewa) i następuje dalsza radykalizacja i degeneracja
        ruchu oporu (vide Basajew). Powinni przeczekać parę lat i spróbować znowu przy
        korzystniejszej sytuacji międzynarodowej.

          Gelajew byl troche wyidealizowanym bohaterem ludowym (ballady itd.) - byli

          rzeczy, jakich w rzeczywistosci w ogole nie dokonal, np. dowodztwo w Groznym

          tymczasem Gelajew tak naprawde doprowadzil do upadku miasta, wycofujac nagle
          swoich ludzi z bronionych pozycji i z miasta (reszta zmuszona byla podazyc za
          nim, ale w miedzyczasie Rosjanie zablokowali przejscie - zginal wtedy mlody
          Dudajew, ktory poszedl pierwszy przez miny)...

          A co do sytuacji militarnej: jak dotad nie bylo wcale zle - obawiam sie, ze
          jednak w koncu Rosjanie znalezli sposob na zlamanie oporu: poprzez branie
          rodzin jako zakladnikow. "Nowatorskie" podejscie w stosunku do tradycyjnych
          lapanek przypadkowych osob w celu wymuszania od nich zeznan, zadania okupu lub
          wymiany na jencow/bron/ciala, uzywania ich jako zywych tarcz, itd.

          W sumie pomysl prosty, logiczny i skuteczny (a i inteligentniej stosowany, niz
          np. niemieckie uliczne egzekucje przypadkowych zakladnikow w odwecie za
          akcje "bandytow"). Zwykle porwania, morderstwa i "znikniecia" tylko wzmagaja
          opor i poteguja chec odwetu - troche dziwne, ze zrozumieli to dopiero teraz.
          Wczesniej byla tylko powtorka z Afganistanu (co zauwazyl gen. Gromow*),
          ewentualnie z eksperymentami w rodzaju wysadzenia stolicy.

          Jak nie skutkuje zwykla brutalna sila militarna i policyjny terror, to trzeba
          sprobowac czegos innego. Stalin zabil 1/3 w 1944 i przesiedlil reszte na
          Syberie i do Kazachstanu - wystarczylo na 50 lat. Saddam pokonal Kurdow dopiero
          gazem i spalona ziemia, Szyitow masowymi egzekucjami, a mieszkancow bagien
          osuszajac ich siedziby (niszczac tym samym ich liczaca tysiace lat kulture
          unikalna kulture i powodujac kolejna olbrzymia kleske ekologiczna). Na kazdego
          jest sposob - "swiat sie dowiedzial, nic nie powiedzial".

          *Bitter memories 15 years after Soviet retreat from Afghanistan

          Fifteen years ago, the Soviet Union ended its last war, a disastrous 10-year
          invasion of Afghanistan that claimed the lives of at least 15,000 soldiers and
          fuelled the rise of radical Islamic extremists such as Osama bin Laden's Al-
          Qaeda terror network.

          The Afghan invasion still provokes heated debate in Russia, now bogged down in
          a bleeding guerrilla conflict in its mainly Muslim republic of Chechnya that
          has raged for much of the past decade, killing 10,000 Russian troops according
          to the official toll.

          As veterans complain bitterly of being forgotten and neglected, both by the
          government and their countrymen, military pundits still argue who was to blame
          for the humiliating defeat. And some charge that the invasion was a
          catastrophic mistake that helped speed up the crumbling of the Soviet Union and
          sparked the rise of Islamic extremists.

          The general who led the withdrawal of Soviet troops, Boris Gromov, slammed the
          Afghan war for breeding violent Islamic radicalism in an interview with the
          Russian army newspaper Krasnaya Zvezda published Friday ahead of the
          anniversary.

          "The invasion was a big mistake that opened the hornet's nest that is
          terrorism, not only in Afghanistan but in the region as a whole," said Gromov,
          who was the last Soviet soldier to leave Afghanistan on February 15, 1989.
          Gromov was the last commander of Soviet troops in Afghanistan, which Moscow
          invaded with a night-time raid by elite forces on the presidential palace in
          Kabul on December 25, 1979.

          Many in Russia often compare the Soviet Afghan experience to the conflict in
          Chechnya, a mostly Muslim republic in the Caucasus that proclaimed independence
          from Russia after the fall of the Soviet Union.

          "You study history in order not to repeat the same mistakes," Gromov said. "The
          fact that such an analysis was not made led to what we had... in Chechnya."

          As in Afghanistan, Moscow was forced to withdraw its troops from Chechnya in
          the face of armed rebel resistance at the end of the first Russo-Chechen war in
          1996.

          Putin launched the second war in October 1999 as a lightning-strike operation
          against "terrorists," but the conflict has bogged down into brutal guerrilla
          warfare that continues to claim lives on a daily basis.

      Medical student released; others remain under arrest

      Timur Aliyev, North Caucasus, March 6 - The student from the MedicalFaculty of
      Grozny State University who was arrested several days ago was released on March
      5, said his classmates.

      Aslanbek Khanbiyev was jailed for three days and during that time he'd been
      badly beaten. Apparently he was punished for being related to Magomed
      Khanbiyev, former Defense Minister of the Chechen Republic of Ichkeria.

      His classmates believe he was released thanks to their continuous public
      protest. For three days about 200 students from the Medical Faculty picketed
      the building of the Moscow-backed Chechen government in Grozny, waving banners
      with slogans condemning the arrest.

      However, the fate of Aslanbek's detained brother remains unknown. Usam Baisayev
      of the Russian human rights organization Memorial suspects he may be among
      other Khanbiyev relatives who were also arrested.

      Baisayev said that two Khanbiyevs are being held in the town of Gudermes, while
      20 other relatives of Magomed Khanbiyev, including women and the elderly from
      the Nozhai-Yurtovsky district, are jailed in the village of Benoi.

        The fighters are particularly dangerous in the gorges and forests of the
        Caucasus and in the shattered landscape of the Chechen capital, Grozny. On
        January 14, four military sappers were killed and two were badly injured by a
        mine laid in the Shatoi region in Chechnya's southern mountains. A day earlier,
        three sappers were killed and another hurt in the same region. Three days
        before that, a group of marines were ambushed near Vedeno. In the last week, the
        heavily-guarded group of pro-Moscow government buildings in Grozny has come
        under grenade attack.

        A Russian officer named Vitaly from the military command headquarters also
        admits that the conflict is not over.

        "Not a single day passes by without our field-engineer soldiers finding
        landmines and other self-explosive devices on roads during terrain inspections,
        while in Grozny and other major towns the attacks on soldiers continue," he
        said. "It's a real partisan war going on here. At the moment the fighters are
        less active due to winter conditions, but during the spring and summer it gets
        really hot here."

        Ale i lat bedzie jeszcze niemalo - tak przynajmniej twierdza sondaze
        przeprowadzane wsrod Rosjan, a szczegolnie wojskowych.

        Wiekszosc (53%) uwaza, ze wojna trwac bedzie jeszcze "w dalekiej przyszlosci" -
        to jest jeszcze przez co najmniej ponad 10 lat.

        18% liczy na koniec wojny w ciagu 6-10 lat od 2004, a 14% na 3-5 lat od dzis.

        Jedynie 7% uwaza, ze wojna potrwa jeszcze tylko rok lub 2 lata.

        63% nie zgadza sie przy tym z polityka Kremla w kwestii Czeczenii w ciagu
        poprzednich 10 lat (inne zdanie ma 31%).

        RUSSIANS SEE LITTLE HOPE FOR PEACE IN CHECHNYA

        The Russians most pessimistic about the prospects for peace in Chechnya are
        those with the highest incomes and educations--and also, strikingly, soldiers.
        Novye izvestia reported on February 3 the results of a poll conducted by ROMIR
        Monitoring in late January. Of the 1,630 Russians surveyed, some 53 percent
        said that they expected peace to return only in the distant future. Another 18
        percent saw peace returning within six to ten years, and 14 percent within three
        to five years. Only 7 percent believed that Chechnya would be at peace
        just one or two years from now.

        Consistently, the Russians polled expressed overwhelming disagreement with
        their own government's policies. Only 31 percent viewed positively or somewhat
        positively the actions of the federal government in Chechnya over the last
        decade, while 63 percent took a negative or somewhat negative view.

        Interfax-AVN, Moscow, 9 March: A total of 1,314 Interior Ministry officials
        have been killed in Chechnya since December 1994. "A total of 1,314 Interior
        Ministry officials were killed in Chechnya from December 1994 until 1 January
        2004," a report by the Russian Interior Ministry's personnel directorate,
        submitted to the State Duma, says.

        A source in the State Duma told Interfax-Military News Agency today that an
        inquiry had been sent in light of the bill on exempting sons and brothers of
        Interior Ministry officials killed in Chechnya from active-duty service. The
        source also quoted the report as saying that the number of Interior Ministry
        officials killed in Chechnya from December 1994 until 1996 totalled 288 people.
        Another 1,026 officials were killed in the course of the anti-guerrilla
        operation from August 1999 until 2003.

        According to the report, there were no losses among Interior Ministry officials
        in Chechnya from 1996 until August 1999. The average age of Interior Ministry
        officials killed due to injuries, wounds, and concussions is 25-30 years.

        Attacks on the occupiers in Johar and Shali districts

        Troops from the Resistance forces fired on a "UAZ" vehicle with Russian
        occupiers this morning on 8 March Street in the Oktyabrsky district of the
        Chechen capital. Because the driver wasn't injured, in spite of the fact that
        the vehicle was riddled with bullets, the occupiers were able to disappaer from
        the place of the encounter without stopping.

        Chechenpress sources in the Shali district report that Chechen mujahedeen blew
        up an infantry fighting vehicle of the occupying formations with a contact mine
        and then took it under fire in Duba-Yurt village on 6 March. Five occupiers
        were killed and two were wounded as a result of this encounter, according to
        our sources. The armoured vehicle was damaged but not disabled. Nobody was
        injured on the Chechen side in this battle.

        Military operations of the mujahedeen in Achhoi-Martan, Johar and Ingushetia

        Chechen sources report that a "Ural" truck of the Russian IM troops was blown
        up on 6 March in the Achhoi-Martan district. Two occupiers were killed on the
        spot and six were wounded by the explosion.

        Also on 6 March, an infantry fighting vehicle with members of the occupying
        Russian OMON was blown up on 1 May Street in the center of the Chechen capital.
        The mujahedeen weren't able to establish how many of occupiers were injured or
        killed, because they left the site of the encounter immediately after the
        explosion.

        Chechenpress sources in the Sunzha district report that Chechen mujahedeen
        ignited a radio-controlled mine at the moment when a Russian convoy was passing
        by in the southern outskirts of the Cossack village of Nesterovskaya in
        Ingushetia's Sunzha district, near the border with Chechnya, on 5 March. It was
        reported that the explosion occurred next to the IFV, and that two occupiers
        were killed and five were wounded by it. In spite of the panic fire opened by
        the Russian bandits, nobody was injured on the Chechen side.

      Chechnya's top rebel leader may surrender soon: pro-Moscow official

      Chechnya's pro-Moscow government has hinted that top rebel leader Aslan
      Maskhadov may soon surrender amid charges that authorities forced another top
      separatist to lay down arms by kidnapping and threatening his family.

      "I think it's 70 percent possible that within a week or two Maskhadov will
      surrender," Ramzan Kadyrov, who heads the security service for his father, pro-
      Moscow Chechen President Akhmad Kadyrov, said on local television Monday.

      But a Maskhadov spokesman called the suggestion "absurd."

      "That is an absurd statement," Akhmed Zakayev told AFP from London, where he
      has been granted political asylum.

      "It is absolutely out of the question and is pure and simple propaganda on the
      part of Kadyrov and his team."

      Maskhadov was elected Chechnya's president in 1997, after the Caucasus republic
      won its first war against Moscow. Before the start of the second war in October
      1999, the Kremlin branded him a "terrorist" and refused to negotiate with him.

      He is currently thought to be hiding out somewhere in the mountains that hug
      Chechnya's southern border.

      Kadyrov's comments came amid charges that Magomed Khambiyev, Chechnya's former
      defense minister and a Maskhadov ally, surrendered on Monday after numerous
      members of his family were kidnapped by Russian and pro-Kadyrov forces.

      "Russian secret services... had selectively kidnapped 16 relatives" of
      Khambiyev throughout Chechnya, said a rebel statement quoted by several rebel
      websites.

      Some time later, authorities said that those detained would be murdered unless
      Khambiyev and his brother Umar, a former health minister, surrendered, the
      statement said.

      Umar Khambiyev is currently in France, where a group called the Chechen
      Committee also decried the detentions.

      Magomed's surrender "was staged by Kadyrovtsy" (as pro-Kadyrov forces are
      known), "who took hostages... including women," Umar Khambiyev told AFP by
      telephone.

      "As a brother, I am proud of his actions, he sacrificed himself," he said. "But
      I regret that he has created a precedent, giving into Russian terrorism."

      The press office of Chechnya's interior ministry confirmed to AFP that 16
      relatives of Khambiyev had been detained recently as part of operations looking
      for rebels.

      Among those detained were Khambiyev's 22-year-old cousin Aslanbek, a medical
      student who was taken by armed men from Grozny's university on March 1. His
      brother Shita, also a medical student, was taken from his apartment on the same
      day.

      After a week of student protests, Aslanbek was released, though Shita remains
      missing.

      Although Akhmad Kadyrov called Khambiyev's surrender, which came less than a
      week before Russia's presidential elections, a major blow to the Chechen
      resistance, both Umar Khambiyev and Zakayev denied it had any bearing.

      "The resistance will not be affected, it is not just made up of Khambiyevs,"
      Umar Khambiyev said.

      Zakayev said that Khambiyev had not been active in the separatist movement for
      at least two years and dismissed the surrender as a publicity stunt on the eve
      of Putin's reelection bid.

      "This is all part of a pre-election campaign on the part of Putin and his
      entourage," he said.

      Rights groups in Chechnya charge that the forces of Kadyrov, a former rebel who
      switched to Moscow's side at the start of the second Chechen war and was
      elected president in a disputed poll last October, are responsible for many of
      the kidnappings in the restive Caucasus republic.

      Russian President Vladimir Putin, who launched the current Russo-Chechen war,
      stands for reelection on March 14 and is expected to easily sweep the poll.


      MINISTER FOR MASKHADOV GOVERNMENT SURRENDERS

      Pro-Moscow security agencies in Chechnya won a major victory on March 7 with
      the surrender of Magomed Khambiev, minister of defense in the underground
      separatist government of Aslan Maskhadov. Many, though not all, reports of this
      event in the Russian media have failed to mention the key tactical method by
      which this victory was apparently achieved: The systematic targeting,
      kidnapping and torture of the Khambiev family's relatives.

      According to an article written for the March 10 issue of Moskovsky
      komsomolets, but already on that newspaper's website as of the evening of March
      9, Khambiev surrendered in the highland village of Tsentorroi on Monday. He did
      this, wrote the newspaper, "because, beginning last fall, sixteen or seventeen
      of his relatives have been kidnapped and taken as hostages." The newspaper said
      that, according to its sources, the kidnappings were conducted by
      Chechnya's "security service" headed by Akhmad Kadyrov's son Ramzan.

      According to a statement distributed on March 8 by the Maskhadov government's
      foreign minister, Ilyas Akhmadov, federal forces had been threatening that the
      captured Khambiev family members would be executed unless both Magomed and his
      brother Umar agreed to surrender. Umar is Maskhadov's minister of health; on
      March 9 it was announced that he has scheduled a March 10 press conference in
      Strasbourg, France, to describe the tactics used by the Kadyrov family's hostage
      takers.

      Last September another Khanbiev brother, Ali, disappeared in Chechnya; his fate
      remains unknown.
