wounded more than 30 on Friday during stone-throwing demonstrations in the West
Bank, Palestinian medical officials said.

The violence occurred as Palestinians and Israeli Arabs held protest marches to
mark "Land Day," which commemorates the killings by Israeli police of six Israeli
Arabs during mass protests in 1976 against Israeli land expropriation policies.

At least 361 Palestinians, 13 Israeli Arabs and 69 other Israelis have been
killed since a Palestinian uprising, or Intifada, erupted in late September
against the Israeli occupation of the West Bank and Gaza.

GAZA (Reuters) - Israeli troops fired at a convoy carrying three top
Palestinian security chiefs Thursday as they traveled home to Gaza from talks
with Israeli officials, triggering a new dispute between the warring sides.
The army said the soldiers fired in response to shots fired from a jeep in the
convoy. The Palestinians denied firing any shots and said the soldiers
deliberately targeted the cars.

Two Palestinian bodyguards in the convoy were slightly injured by shrapnel and
treated in hospital.

Administration Sends PLO a Message about

After heavy pressure from members of Congress, the Reagan administration has
ordered the Palestinian Liberation Organization to close its Washington
information office within 30 days.

The move is designed to send a message to the PLO that the United States
strongly disapproves of the reintegration into the organization's leadership of
elements that support the use of terrorism, senior officials say. They cited
the reelection this year of Muhammad ("Abul") Abbes in the PLO's executive
board. Mr. Abbas reportedly oversaw the 1985 hijacking of the Achille Lauro in
which a US citizen was killed.

The officials also pointed to the reintegration into the PLO hierarchy last
April of the Popular Front for the Liberation of Palestine and the Democratic
Front for the Liberation of Palestine. Both organizations have used
indiscriminate terror and targeted US interests in the past, officials say.

Sen. Charles Grassley (R) of Iowa said the decision was worked out in
negotiations between the State Department and representatives of the American
Israel Public Affairs Committee, a pro Israel lobbying group, according to the
Associated Press. AIPAC had publicly endorsed legislation to ban PLO offices
from the US and worked hard for its passage.

And the American Jewish Congress played a role in drafting the proposed
legislation, according to a spokesman for the organization.

The American Civil Liberties Union and the American-Arab Anti Discrimination
Committee say they will fight the decision in the courts.

Since April 1986, Rep. Jack Kemp (R) of New York has led the congressional
fight to ban PLO funded and staffed offices in the US has been gaining
momentum, according to congressional sources.

In a series of letters to Secretary of State George Shultz, they say, Mr. Kemp
argued that the US had the legal authority to close down the offices and should
do so because US citizens have been victims of terrorist actions by PLO
elements. Unsatisfied by that response, the aides say, Kemp introduced
legislation in April. A Senate version followed in May.

In late July, Mr. Shultz responded to an earlier Kemp letter, according to
congressional sources, writing that the US had the legal right to close the
Washington office, if it so desired, "at an appropriate time." The government
could not stop US citizens from. continuing to work on behalf of the PLO,
Shultz's letter reportedly said, nor could it close the UN offices of the PLO,
because of an agreement with 'the UN headquarters.

When Kemp and others continued to press, these aides add, the administration
offered to close the Washington office, in hopes of halting the legislation. US
officials say the bill would tie the administration's hands in working on the
Middle East peace process and in meeting obligations to the UN.

Kemp reportedly remains determined to push his legislation.

The issue is much more complicated than a simple "yea or nea" on terrorism,
according to State Department officials.

First, they say, the PLO is an umbrella organization - some of its members
support terrorism, others do not - and it remains a key actor on Mideast peace
questions. Though the US should demonstrate its strong disapproval of any
support of terrorism, officials say, the US still supports the efforts of the
Palestinians peacefully to achieve their legitimate rights, and for many
Palestinians the PLO is the means to achieve those rights. The administration
still hopes to move forward on the Mideast peace process, and moderates in the
PLO would be important in that process.

Second,, although the Justice Department has found that the Washington PLO
office can be closed as a foreign mission, that finding is subject to legal
challenge and it cannot, not stop US citizens from performing the same type of
information functions on behalf of the PLO, officials explain.

Third, many sticky questions of US treaty obligations and precedents arise in
regard to closing the PLO mission to the UN, officials say. For example, if the
US tries to close one UN recognized mission, it will raise the broader
questions Of the US's right to close any mission to that organization and
therefore of the UN's independence.

KHAN YOUNIS, Gaza Strip (Reuters) - Israeli forces killed two Palestinians and
wounded 25 Wednesday in a tank-led assault on a refugee camp from where gunmen
had fired on nearby Jewish settlements.

Israeli media said it was the largest Israeli force to go into a Palestinian-
ruled area since the start of the present Palestinian uprising last September.

The army said it entered Khan Younis refugee camp to demolish homes and an
olive grove which gunmen had used for cover to fire on Jewish settlements and
soldiers.

Witnesses said soldiers, led by two tanks, thrust some 350 yards into the camp
shortly after midnight when most camp residents were asleep.

They used bulldozers to remove sand embankments and demolish homes which the
army has in the past accused gunmen of using to shoot at a nearby army base and
Jewish settlements.

At least 25 homes were completely leveled in the attack which went on for about
five hours before Israeli forces withdrew.

Broken television sets, washing machines and refrigerators jutted from the
rubble of the crudely built mud and cement homes.

Fatima Abulowz, 30, sat on a mattress outside her destroyed home with her 15-
month-old daughter in her arms.

"This all I have left," she said pointing to rubble. "All my belongings, my
money, my jewelry is buried in there."

"If there is someone to ask for help it is only God. No one else is listening
to us."

SHARP ESCALATION

The clash erupted just after a Palestinian official had said senior Israeli and
Palestinian security officials would meet later Wednesday to try again to put
an end to six months of violence in the West Bank and Gaza.


The Gaza Strip, 25 miles long and as little as four miles wide, is home to
around a million Palestinians, most of them refugees who fled areas of what is
now Israel at the creation of the Jewish state in 1948.

About 7,000 Jewish settlers also live in the strip.

Khan Younis is one of the Gaza Strip's oldest refugee camps, established in
1949 shortly after creation of the Jewish state. Its present population is
about 60,000.

Colonel Lior Shalev, commander of the forces that went into the camp, described
the fighting as a "very heavy battle."

"We were forced to use all of the equipment (weapons) in our hands," he told
Israel Radio.

JERUSALEM (Reuters) - Israel vowed on Sunday, on the eve of security talks,
there would be no letup in attacks to protect its territory such as weekend
bombing raids on Lebanon, the first in five months, and a second move into a
Palestinian refugee camp.

An Israeli soldier died in the Hizbollah missile fire on Saturday and 35
Palestinians were injured when three Israeli tanks and two bulldozers forced
their way 100 meters (yards) into the Rafah refugee camp in the southern Gaza
Strip.

An army spokeswoman said it was the first time bombers had been used over
Lebanon since last November 26 which also was a retaliation for Hizbollah fire
on Israeli border positions.

These are the two occasions that Israeli planes have gone into action over

Strip Tuesday after a withering hail of fire from land, sea and air killed one
person, wounded 30 and left life in the area in disarray.
In the latest sign of right-wing Prime Minister Ariel Sharon's "get tough"
policy, the 27-mile-long Gaza Strip was effectively carved into three separate
areas with its main coastal road cut by Israeli checkpoints.

The Israeli army said Sharon had ordered the assaults after five mortar bombs
fired from the strip slammed into the southern Israeli town of Sderot five km
(three miles) away. The military wing of the Muslim militant group Hamas said
it had fired them.

The mortar rounds landed deeper in Israel than any since the start of a
Palestinian uprising for independence last September, falling just down the
road from Sharon's Negev Desert ranch.

Some residents were forced into using donkeys and making long detours to get to
destinations in the strip, where 1.2 million Palestinians live in an area that
at some points is just 2.5 miles wide.

Gaza City's main police headquarters and two elite Force 17 security unit posts
were among at least seven main targets in an attack that lasted for hours. An
Israeli army spokesman declined to say how long troops would remain in the
strip.

Palestinian sources said a 24-year-old Palestinian policeman had been killed in
the Israeli reprisal.

Apart from the wounded, hospitals reported that relatives had brought dozens of
people in for help from shock after they endured six hours of night bombardment
that residents said was the worst since the start of violence seven months ago.

The Gaza attacks, involving tanks, helicopter gunships, missiles, ships and
bulldozers, began less than 24 hours after Israel's first bombing raid on a
Syrian target in Lebanon for five years.

Arab nations blasted Israel's security offensive and western nations called for
restraint on all sides.

In Riyadh, Saudi Arabia said Israel was acting in a "despicable" way and urged
a firm stance against what it called Israel's warmongering.

The Saudi Foreign Ministry said in a statement carried by the official Saudi
Press Agency that the attack demonstrated that Israel had moved away from the
language of peace and adopted one of war and destruction.

DONKEY CARTS

In the Gaza Strip, hundreds of children, men, women, students and workers
turned to beach travel in donkey carts to take them to points where they could
pick up taxis and buses.

Israel has tanks on main roads, all of which are closed.

An Israeli bulldozer dug a trench in the coastal road and piled it with stones
to prevent travel.

"These escalatory Israeli measures are not intended to put an end to the
Intifada (uprising), but are aimed at humiliating us and make us submit to
Israel's will," Iyad Ismail, 29, a bank employee, told Reuters.

"It's clear that Israel has expanded the sphere of war with the Palestinians.
It has carried out a new and dangerous step by reoccupying Palestinian areas,"
Palestinian cabinet minister Hassan Asfour told Reuters.

Witnesses said the army had thrust into Palestinian-ruled Beit Hanoun near the
Erez crossing to Israel and at several other points. Blockades kept
Palestinians from entering an area of homes and orchards.

The army said it had taken over the land because it was being used for actions
against Israel and would leave once violence ended.

Israel transferred most of the Gaza Strip to Palestinian rule in 1994 at the
start of seven years of peacemaking, which deadlocked before the latest spate
of violence began.

AT LEAST 378 PALESTINIANS KILLED IN INTIFADA

"It is high time Arab leaders reconsidered their ways of how to confront and
how to put an end to this aggression...Will they wake up after all the
Palestinian land is reoccupied and after Israel enters all Arab capitals?"
Palestinian minister Asfour said.

"We call on the Arab people to go down to the streets in their countries and
wake up their leaders."

At least 378 Palestinians, 13 Israeli Arabs and 71 other Israelis have died
since the uprising began in September. The dead included a Palestinian teen-
ager shot dead by Israeli troops after he stabbed and lightly wounded a soldier
in the West Bank.

An Israeli army spokesman declined to say how long Israeli troops would remain.

"We are not speaking of an occupation, we are speaking of taking control,"
Brigadier-General Ron Kitrey told Israel Radio.

"We are speaking of a shifting to the depth of the Palestinian territory of a
few hundred meters (yards) up to a kilometer (half a mile) in certain places,"
Kitrey said.

He said troops could stay a few days or "a few more days" until the Palestinian
Authority restored order to its own people.

what the Authority has failed to carry out or avoided carrying out
