FGŚP has nothing to do with pensions (including minimum ones for that matter),
it pays overdue salaries to employees of companies, which are insolvent.
No need to try and come up with anything fancy, when a direct translation gives
a good idea of what the term actually means. For example:

What I wrote is Fundusz Gwarantowanych Świadczeń Emerytalnych.

Both expressions sugested by you are used by Polish financial institutions
although the Guaranteed Employee Benefit Fund seems to be more popular (NBP,
PAIZ).
