          This is so interesting. I know that to flake out = to fall asleep but I never
          hear it in this context.

                  Chodzi o sytuację, kiedy umawiasz się z kimś na spotkanie/randkę. Zdarza się, że
                  osoba najpierw się zgadza, a potem odwołuje (wymawiając się jakąś
                  cock-and-bull-story ;)). To pytanie ma niejako uprzedzić taki rozwój wypadków i
                  być może mu zapobiec.
