what is a difference??

Does anybody know the difference between expression “about 4 p.m.” and “at
about 4 p.m.”? Does this two expression mean exactly the same or maybe there
is a difference in use in English?? I’ll be grateful for an answer.

      the difference is:

      It's about 4 pm. Jest około 4.

      They met at about 4 pm. Spotkali się o około 4.

          I my humble opinion "at" supposed to be the precise point of time.
          Around, about is more like:
          What time shall we meet?
          How about four-tish pm.?
