Decline or refuse? ;-)

Dzisiaj na angielskim dosyc ciekawa sytuacje mialem i mam do Was pytanie..
ktora forma jest prawidlowa do uzycia (a jak obie prawidlowe, to ktora
lepsza :D):

He declined an invitation

or

He refused an invitation

I checked in dictionary and look at the 3rd meaning. Decline as synonim to
refuse...

1) to decline an invitation to (go to) a party,
2) to refuse to go to a party.
