      The first "dry-cleaning" is a noun
      The second is an adjective

      never heard this one, honestly, but apparently
      "dry cleaning of......." might signify the job is being done on the premisses
      wherelse
      "dry cleaning..." would mean, that the establishment can provide the
      service but not necessarilly clean the garments themselves.
      In either case totally irrelevant to the final outcome for the customer.
      The shop front usually says Dry Cleaners (Pralnia Chemiczna ?)
      That's my humble opinion. So....what are you diggin'?

      The first one signifies that garments are being cleanedb - no doubt about it.
      The second one could indicate, as crazy as it may sound, that garments are
      cleaning something and therefore technically this would not be a correct sign
      for the business.


      Example:
      1.
      Washing of people. (here you are washing people)

      Or

      Washing people. (here you are talking about people who wash).


      The 2nd however, is just an abbreviation of the first one and as such, if
      placed on the dry cleaning business , it would have the same meaning as “Dry-
      cleaning of garments”

      So I came the full circle.

        Thank you all - had a little laugh :-))
        To prevent misinterpretation, I was myself puzzled when I saw the two. The
        first thing that popped into my mind was the dry-cleaning garments do the dry-
        cleaning. That leads to one of the suggestions above: who does what?
        As far as the grammar is concerned I think the one with OF lacks THE in front.
        'The dry-cleaning of garments' would look much better to me, although it does
        not make any point as long as it isn't completed (e.g. 'The dry-cleaning of
        garments at that shop is far from satisfactory').
        Noun/adjective is another issue.
        Anyway, anyone who can quote or explain the rule is welcome to join ;-)

          Theoretically, cleaning can be a gerund or a present
          participle. It seems you are dealing with a gerund.
          The gerund is the bisexual verb-noun. Unlike a regular
          noun, it can take a direct object. You may modified with
          an adverb or an adjective. When with an adjective it
          becomes more "nounish" than "verbish", when with an
          adverb - more "verbish".

          (The) frequent dry-cleaning of garments is my hobby.
          Dry-cleaning garments frequently is my hobby.

          Being bisexual, the gerund does not like to cooperate
          with both sexes at the same time.

          and your version indicates that : dry-clened. Read again: This bag has
          only "dry-cleaning" garnets in it.

            you're not really quite in command of the subtle nuances of the English
            language to be able to allow yourself such authrotative blastings as: READ
            AGAIN!
            how would you evaluate this: this bag has only "dry-clean" garnets in it.

            how is this sentence superior or inferior to the sentence which you quoted?
            BTW I just whack my garnets on a rock. first I wet them...

            It is very important in this case.

            Neither a gerund nor a participle modifier of "garment"
            would work here.

      I would say, as someone else here, that

      Sisi spilled her morning coffee and blotted out "We are"
      in "We are dry-cleaning garments" or "self" in
      "self-dry-cleaning garments". These two would do the trick.
      I am dead serious.
      Sisi, was it the only spill? No more blots? Other accidents?
