RP...or something (?) with r

Is there any "standard" accent of British English- like RP for instance (but
in RP a lot of r's are not pronounced, I know)- where r is always pronounced?

        Scotland- I know, The North- perhaps not everywhere(?)
        But I mean a standard British accent- one that could be taught to the learners
        of English or could be used by teachers.

          Łyżeczka, if you insist on calling any variety of English a 'STANDARD', then
          you have RP. It's true that /r/ is not pronounced in many contexts.

          You can't have another 'STANDARD' English with /r/. Simply, you can't have two
          STANDARDS.

            The thing is, one of my teachers, who HATES American English, pronounces /r/
            before consonants. She's just not a kind of person who would use a non-standard
            accent, that's why I asked you about any "standard" British accent with /r/
            before consonants (maybe, I don't know, some annoncers are taught to always
            pronounce /r/ in order that we understand them or something?).
