We are
We are responsible for micro-economic analyses of agricultural holdings for
the implementation and development of the CAP. We are also in charge of the
Farm Accountancy Data Network (FADN/RICA) and we produce and disseminate
information about the economic results of agricultural holdings.
We propose
The work involves micro-economic analysis and development of models mainly
based on the FADN data. Common sense and willingness to solve problems are
essential. The post involves regular contacts with Member States. N°

We look for
We are looking for an agricultural economist. The candidate should be open
minded and able to work in EN and FR (other languages welcomed). Advanced
computer skills are essential. Previous experience in the use of statistical
"packages" or modelling would be an asset. Strong commitment, flexibility
and availability are required.

We are
Unit J3 is responsible for the audit of direct payments to the farmers,
managed and controlled principally under the "Integrated Administration and
Control System" (IACS). The amount of expenditure concerned is around 30
billions of euro per year. The Unit is fully involved in the process of
implementation of the CAP Reform and of the Single Area Payment Scheme in
the new Member States.
We propose
The Unit is looking for a new colleague to work within an audit team,
conducting 7/8 missions per year in the Member States. N° d'emploi 27284

Ideally the colleague will have an audit background and will be able to work
independently within a framework of established clearance of accounts
procedures. In view to the need to evaluate and report, as well as to answer
requests for guidance from the Member States and questions from MEPs, good
analytical, communication and drafting skills are necessary (FR or EN).

We are
The Central Financial Service (CFS; Directorate D of DG Budget) exists to
provide the rest of the Commission with the financial rules, systems, model
documents, advice, training and information which we all need to manage
taxpayers' money effectively. Unit D4 is the main point of contact between
the CFS and the rest of the Commission. Our goal is to give staff who manage
the Commission's money the knowledge they need to manage it correctly. We
currently provide training, a helpdesk service and a website : BUDGWEB.
We propose
Your task will be to design and supervise the implementation of an effective
communication programme. You will be responsible for the preparation and
implementation of a more comprehensive communication strategy to reach our
objectives. This will include the organisation, development and delivery of
training (see the training section of BUDGWEB for the courses we currently
offer) which should be tailored to the needs of our clients. It should also
include the organisation and delivery of other means of getting the message
across, for example, newsletters, email updates, presentations to
correspondents in finance units, information meetings with individual DGs or
groups of DGs, helping individual DGs to organise their own internal
training sessions. The information available ont he Budgweb site needs to be
fully complementary to the rest of the communication strategy and the
questions posed to the helpdesk should be used to provide feedback on the
areas where most support is needed. The strategy also needs to take into
account the degree to which parts of the training programme can be
contracted out and how this will be managed. You will be responsible for
managing the training team (currently 7 people) of the Unit, in cooperation
with another colleague. Your particular responsiblity will be the
non-classroom training, but you will also act as a trainer yourself from
time to time. You will need to work closely with the helpdesk and website
teams within the Unit and with the other Units in the Directorate and the
DG, and with the Training unit of DG Admin, to ensure coherent,
well-targeted and effective communication. NE 27574.
