Gary Douglas, a 45 year old computer engineer with 20 years' experience, sold
his business, home and car in New Zealand to settle in England under the
Government's Highly Skilled Migrant Programme(HSMP). In return for the right
to live, work and remain there he signed a declaration saying he would make
Britain his main home - and indeed that is what he did. His 15 year old son
is currently studying for his GCSEs.
But suddenly, ministers changed the rules and applied them retrospectively,
so that Mr Douglas and 45 000 people like him no longer qualify for
residency. They now have to qualify under a new points system weighted
towards qualifications, youth, income and time in fixed employment. Those
who run their own business but do not have 6 months orders on their books are
caught out. Although he has English as his first language, he doesn't even
meet the new mandatory English requirement!!
He is now facing deportation.
His MP has taken up the case, lawyers have been instructed and the government
is determined to spend taxpayers' money on losing in court.
What sort of message is being sent by the UK government?
