In a move designed to temporarily alleviate the wage crisis at the local
authorities, the cabinet yesterday approved a proposal by Prime Minister
Ariel Sharon to transfer advances in the amount of one month's salary to the
workers this week.

According to figures from the Interior Ministry and Union of Local
Authorities, 117 of the country's 251 local authorities are unable to pay
their employees' salaries. The figures show that about half the local
authorities that are not paying the salaries are Arab local authorities.

"We must be humane and give the people salaries before the holiday,
regardless of the recovery plans," Sharon urged the cabinet
