Foreign Min. fears Europeans' Israel-territories distinction

The Foreign Ministry is increasingly worried by the distinction European
politicians have begun making between Palestinian attacks inside Israel and
attacks on settlers or soldiers in the territories. In advance of this week's
meeting of European Union foreign ministers, Victor Harel, the ministry's
deputy director-general for Western Europe, has therefore instructed all
Israeli representatives on the continent to focus on erasing this
distinction.
A series of statements made by European leaders and diplomats over the last
month have sparked the ministry's concern. French President Jacques Chirac,
for instance, referred to "six weeks in which there have been no attacks
inside the Green Line."
Members of a delegation headed by the EU's foreign policy chief, Javier
Solana, told the heads of the American Jewish Committee that the PA "has the
right to defend itself against Israel's military occupation" and that it is
not certain that Israeli civilians in the West Bank actually enjoy
noncombatant status.
Foreign Minister Shimon Peres believes that Israel must make an effort to
improve relations with Europe, noting that Israeli exports to Europe have
fallen 26 percent in the past two years because European companies do not
want to do business with Israel. "The contempt for Europe is unnecessary and
harmful," he said.
U.S. officials: no hard feelings over Muqata siege
Israel's abortive siege of Palestinian Authority Chairman Yasser Arafat's
headquarters has left no hard feelings toward Israel in the American
administration and will not affect future relations, administration officials
assured Jerusalem on Monday.
The State Department has even instructed its representatives in the region
not to act happy over Israel's capitulation or to say anything that smacks
of "we told you so," but rather to emphasize the friendship between the two
countries and the fact that "the matter is behind us."
Prime Minister Ariel Sharon, for his part, has ordered Israeli officials to
portray the withdrawal from the Muqata compound as acquiescence to American
demands, and under no circumstances to attribute any role in the decision to
a UN Security Council resolution calling for an end to the siege.
A government source explained that Sharon wants to avoid setting a precedent
of Israeli capitulation to UN demands.
