ISLAMABAD: President General Pervez Musharraf said opposition wanted to foil
international donors conference but they met failure in their designs.
"People from 85 countries participated in the meeting and helped us. Only
opposition did not attend it. They were out to foil the conference but met
failure in materialization of their designs. Our intent is unalloyed and their
intent is otherwise", he said this while addressing inauguration ceremony of
National Volunteer Movement (NVM) here Wednesday.

He held that opposition was indecisive now what to do after the successful
holding of donors conference. Only opposition was absent from the efforts for
the reconstruction and rehabilitation of quake victims while all other had
joined this process.

" Today we all are united. Army, civil institutions, government and volunteers
are united, he noted. In such situation we can not be fail as we all are
working in unison, he added.

Dilating upon the massive relief activities, he said the children also joined
the relief movement. The relief activities are in progress in a befitting
manner, he told. Some lapses were noticed in some areas, which have now been
removed.

Providing tents and shelters to affectees is a major problem, he said adding "
we have to provide relief goods to the quake victims for one year. People who
are working voluntarily in this respect, government wants to bring them into
mainstream.

" I salute the volunteers for their national spirit, patriotism and love for
humanity", President maintained. Muhammad Ali Durrani has played vital role in
the establishment of this movement, he added.

People are rushing from Karachi to Khyber to help the quake survivors, he
indicated. " We have to shape them into organisation. Therefore, Durrani
presented the idea of national volunteer movement. We accepted it and accorded
approval.

"We have not to lose courage in this tragedy. We have not to show any weakness.
Rather we have to face it and achieve success, he stressed. This is the
greatest tragedy of Pakistan which claimed over 70000 lives. People in equal
number were injured and those who sustained serious injuries were not less than
this number. 4000 villages, 25 Tehsils and 9 districts were affected in the
quake. 4 Lakh houses were destroyed and 35 Lakh people were affected in this
disaster, he pointed out.

"We will be needing $5.2 billion for the rehabilitation of the quake victims.
We have to transform challenge into opportunity and bring improvement in the
life of the affected people than before. We have to extend basic facilities.
Therefore we will have to work strenuously than before. We will succeed to
achieve this objective as the people of Pakistan has such potential , he added.
The development to take place in the quake hit areas will be ideal," he noted.

He went on to say that over $4 billion will be spent on infrastructure in two
years. This will be used under the principle of integrity and it will bring
revolutionary change.

President stressed " we must understand issues. We have not to be deterred.
Resources have to be provided under a strategy. Later the projects have to be
implemented with the foreign and domestic aid, he urged. We fully understand
this tragedy. The strategy is prepared to fullness. International community
will provide resources valuing $6.1 billion. This is reflective of our dignity.
A lot of people are sitting on mountain tops. They are loaded with snow. These
people don’t want to come down. We have to help them at their respective place
so that they could face the harsh winter. Organisation is needed for the tent
villages which have been set up so far but it is lacking."

President noted that rebuilding of homes for the people, schools, health care
center and buildings for the government institutions is a major task. "We will
construct educational institutions and health centers as per our requirements,"
he told.

"We are bringing all information with reference to the rehabilitation and
reconstruction process on website, he pointed out. Buildings of schools and
health centers will be named after those who build them. The whole rebuilding
work will be carried out in transparent manner."

He pointed out that over one hundred and fifty thousand rupees will be given to
the affectees for construction of a home so that they could construct their
homes as per their will. However, guidelines will be provided to them.
Additional 25000 thousands will be given whosoever builds the home in line with
our design, he told.

Government has set up Aashiana Centres for the disabled, orphans and homeless
women, he said adding number of these centers will be increased.

Khushali Bank has been directed to disburse loans among the affectees to enable
them to do business, he informed. We are distributing Rs 80 billion on account
of compensation. Government will provide homes to them who are living in
makeshift shelter. Government will allocate additional amount for those who
have suffered heavily, he added.

About the composition of movement, he said it will have a board of directors
comprising volunteers and other representatives. Volunteers will work for at
least one month. A council will also be set up, which will include ministers.
However, unity of command must be in place, he stressed.

He indicated that loan for relief activities has been obtained for 40 years and
only nominal service charges ranging between 0.5 and 0.75 percent will be
levied on them. Therefore, the borrowing from donors be not objected.

" We will not allow the country to sink again in the debts nor the pre-1999
period will return. Pakistan first should come ahead of all things, he urged.

If this experience of volunteer movement meets success, it will be used for
increasing literacy rate, he underscored. It can be used in tree plantations.
We fully stand by this movement, he announced.

President administered oath from all the volunteers and participants of
ceremony. State minister Muhammad Ali Durrani made President formal member of
the movement by making him wear jacket of the movement. Prime Minister Shaukat
Aziz was also present on the occasion.

The volunteers later selected the president their patron in chief and the
President said he too wanted to become the patron in chief of NVM.

The ceremony was largely attended by the federal ministers, state ministers,
parliamentarians, Nazmeens, foreign diplomats, bureaucracy, heads of respective
departments, PML President Chaudhry Shujaat Hussain, Senate Chairman
Muhammadmian Soomro, PML secretary general Mushahjd Hussain, AJK President
Sardar Anwar Khan, acting NA speaker Sardar Yaqub Khan, Boy scouts and other
dignitaries.

The leading singer Ustad Hamid Ali Khan and other groups presented national
songs and the audience applauded them.

Peshawaru. Choc sa to przesadzone oskarzenia. Tadzykow wcale nie ma wielu w
Pakistanie. Sam Peshawar to miasto wybitnie Pathanskie ( Pashtunskie ). Wiec
czasami nie rozumiem oskarzen indoeuropejskich Pakistanczykow pod adresem
