passive voice - sentences

I have to turn the folowing sentences into the passive

People said that no one could reach any agreement on this question.

is this correct:

It was said that no agreement could be reached.....or rather COULD HAVE BEEN
reached???

And another one:

The British don't accept Fascism, any more than they do Commnism.

Fascism is not accepted by the British anymore than Communism is.
could I also say: Fascism is not accepted by the British, NO MORE IS
COMMUNISM? or NEITHER Communism is?

could have.. is better,I think.Neither is more understandable.Any more-and

This was the sentence from my grammar exam, a friend of mine wrote "could have
been" and it was a wrong answer - according to our teacher :/

Nauczyciel miał chyba rację. To połączenie strony biernej i mowy zależnej.
People said, ......no one could reach w stronie czynnej sugeruje mówili....że
nikt nie może (teraźniejszość w momencie wypowiedzi). Więc w biernej będzie
chyba could be reached. Could have been reached w biernej sugeruje could have
reached w czynnej a więc przeszłośc w czasie wypowiedzi (coś mogło nastąpić,
ale nie nastąpiło). Tak myślę...:)
