It seems to have various meanings. I also found a type of medical equipment, but
only a joke. The concept is a person who thinks about things too much: rubbing
your chin being a sign of thought. I may be guilty of this, fopr example
watching films and thinking more about the quality of direction, photography,
music, script, etc than the film itself.

A quote, :We all are familiar with the term CHIN STROKER we know what it means
and what it conjures up, half filled venues with trainspotty types sat around
talking about records and labels and who sung this or wrote that etc etc.The
dance floors at these events being empty. I myself have no time for the term,
some folk know nothing about the music, some folk do, that's the way of things
and it matters not a jot. I have recently been accused in a roundabout way of
attending such events...
