The report, Australia's Future Fat Bomb, says 26 per cent of adult Australians - almost 4 million people - are now obese, 1 million more than the last calculation in 1999. The findings mean Australia is the world's most overweight nation, ahead of the notoriously super-sized Americans, who have a 25 per cent obesity rate. "That, unfortunately, makes us the heavyweight champions, a title we don't really want," said Professor Simon Stewart, the author of the report and head of preventive cardiology at the Baker IDI Heart and Diabetes Institute in Melbourne. The report says that 9 million adults have a body mass index over 25, making them overweight or obese, an increase from 7 million. Experts have called for obese people to be given gym discounts and for surgical waiting lists to be prioritised on the basis of weight loss. The report presents the results of height and weight checks on 14,000 adult Australians nationwide in 2005, giving the most thorough picture of obesity since the AusDiab study in 1999. The data suggests there will be an extra 700,000 heart-related hospital admissions in the next 20 years due to obesity. Almost 125,000 people will die as a result. "I would regard this as the biggest threat to our future health," Professor Stewart said. "As we send our athletes off to the Olympics, let's reflect on the fact that we would win the gold medal now in the world fat Olympics if there was such a thing. But taxpayers will have to cope with a host of price rises ranging from higher gaming taxes to water and recycling charges as the State Government passes on surging costs. The start of the new financial year will see the baby bonus rise to $5000, the rebate for out-of-pocket child-care expenses rise to 50 per cent and the start of the tax cuts promised in last year's election will kick in. The Treasurer, Wayne Swan, yesterday promised the tax cuts would provide "substantial relief" for people struggling to meet the costs of living. A worker on the average income of about $60,000 will take home an extra $11.54 a week. Lower-income earners on $35,000 to $45,000 will pocket $20. Those on incomes of more than $180,000 get $50 a week. Low-income workers earning $14,000 or less will pay no tax at all while seniors may be eligible to pay no tax until they earn more than $24,680. Pensioners will also receive the next instalment of the $500 utilities allowance. From tomorrow parents will need to start collecting receipts for things such as laptops, software, home internet connections and textbooks as the education tax refund begins. The money will be repaid when they complete next year's tax return. Parents will be able to claim up to $375 a year for each child in primary school and $750 for each child in secondary school. The luxury car tax on vehicles costing $57,123 or more will increase from 25 per cent to 33 per cent from tomorrow. This will add $500 to the price of a $65,000 vehicle and $15,000 to a $300,000 car. Adults applying for passports will have to pay an extra $8, taking the price of the document to $208. Children's and seniors' passports will increase from $4 to $104. The departure tax will also rise by $9 to $47. Among the largest rises imposed on people by the State Government are water charges, which will rise 20 per cent, largely to fund the Kurnell desalination plant, with waste charges to rise 21 per cent to encourage more recycling. At the same time, some state taxes and levies are to be cut, with the start of a staged cut in the payroll tax to 5.5 per cent from 6 per cent, along with the staged abolition of mortgage duties. The State Government has also quietly raised a large range of government fees and charges for such things as conveyancing, land registration and marine and shipping fees, in most cases in line with inflation. Other increases are a boost to witness allowances in court cases for both ordinary witnesses and specialist witnesses. The latter will now receive up to $185 a day in appearance money. Cutting the payroll tax would slice $34 million from tax receipts in 2008-09, the state Treasurer, Michael Costa, said. The staged abolition of mortgage duty continues with duty on non- owner occupied residential properties abolished from tomorrow. This will save investors $160 million in 2008-09, and "will mean a saving of $1,941 on a $500,000 mortgage", Mr Costa said. Australians also like to volunteer their services, with one in five adults undertaking a voluntary task each fortnight, and they're more likely to volunteer if they're healthy. And they're more likely to have visited a naturopath, acupuncurist or chiropractor over the past few decades. While the number of alternative health practitioners had almost doubled since 1996 top 8600, visits have increased by 50 per cent to around three quarters of a million in the same period. Almost a quarter of a million people had visited an alternative health practitioner in a sample two- week period. Welcome to Australian Social Trends, the annual snapshot of national life produced by the Australian Bureau of Statistics. The survey is drawn from a mass of data - some of it already published but much unpublished - taken from the five-yearly ABS census and aimed at looking at contemporary social issues and areas which concern public policy makers. Over the past decade, the nation swelled by 2.5 million people to 21 million by June 2007, with the greatest increase in population - 315,700 - happening in the past year. It's expected to reach 28 million by the middle of the century. Over the past decade, a slightly higher proportion of Australian households rented their homes (28.5 per cent), up 1.5 per cent. And perhaps not surprisingly, they moved around a lot more than owner occupiers. More than a third of all renters had changed address in the past year, three times the rate of their occupiers. But the profile of renters varied substantially with age, with the average age of renters being 37 years, 15 years younger than the median age for owner occupied households. And the decision to rent rather than own mattered a lot if the household had a sole parent. Sixty per cent of lone parent households with dependent children were renting, almost three times the rate of couples with dependent children. The ABS says this reflected relatively lower incomes for single parent families. Public transport is becoming a more familiar way for adults to get to work, but it's still a minority of citizens who use buses, trains and trams. Nineteen per cent of city-based workers now use public transport daily, compared to 16 per cent a decade ago. And internet access at home has ballooned over the past decade, with just under two thirds (64 per cent) of households with access, up from 16 per cent in 1998. "Some government services, such as E-tax, child support and a range of Medicare functions, are now available online," according to the ABS. "News services, internet shopping, and personal communications such as email, instant messaging and social networking sites are also increasingly a feature of people's daily lives." While it's predominantly a younger age group which uses the internet at home, there have been significant increases in people aged over 55 using the internet. In 2004, around 40 per cent of people aged between 55 and 64 used the internet, but within two years the takeup rate had lifted to 55 per cent." Cr Moore said there had been large increases in the number of cyclists riding on Oxford Street, Ultimo Road and Pyrmont Bridge recently. "By 2017 we want to increase cycling trips by 500 per cent," she said. Cr Moore hopes to do this by building 55 kilometres of separated cycleways and more than 200 kilometres of cycle paths in Sydney in the next few years.
