IDF Lieutenant Colonel convicted of abusing Palestinian youth

The most senior Israel Defense Forces officer to
face charges related to the current intifada was
convicted this week of improper behavior after
admitting his trangressions.

Sagi, a commander of an
engineering regiment, was found
guilty of abusing a young
Palestinian in the West Bank
city of Bethlehem during
Operation Defensive Shield in
April 2002. He admitted to the
charges in a plea bargain with
the military prosecution.


According to the prosecution, Sagi used
threating behavior while questioning the youth,
the son of a wanted Fatah member, using
threats, in an effort to discover the location
of a machine gun hidden by his father.

During the "investigation," which was carried
out without the supervision of a more senior
official and in the absence of professionals
from the Shin Bet security service or
intelligence agencies, Sagi held a burning
piece of paper near the youth's genitals,
threatened to insert a bottle into his anus and
said that he would shoot him.

In a separate incident, Sagi was accused of
using a female foreign laborer from Senegal as
a "human shield" while carrying out searches in
Bethlehem.

Initially, Sagi, represented by attorneys Eli
Zohar and Ro'i Belcher, denied the accusations
against him. His colleagues testified that his
actions were a result of security needs and
that the methods he used were no different to
those used by IDF officers and Shin Bet
professionals during the fighting.

But recently, his attorneys and the prosecution
discussed a plea bargain deal, which was
approved by a military court. The military
prosecution is expected to hand down its
sentence at the end of July.

The affair caused turmoil at the reserve
regiment commanded by Sagi. Prior to the
incident and shortly after his appointment,
some of his subordinates expressed
dissatisfaction with his behavior; battalion
soldiers eventually filed the complaint against
him.

Similarly, when Sagi's division commander wanted
to delay his suspension from the battalion,
most of the senior officers in the battalion
fought to have him suspended
