The festival organisers are Amnesty International, the International Helsinki Federation, the Fund for Civic Freedom, the Moscow Memorial human rights organisation and the Sakharov Centre. The aim of the festival is to draw the attention of the international community and politicians to the atrocities of the Chechen war, and to demonstrate the real nature of the Putin regime's so- called "anti-terrorist operation" being carried out in the Caucasus republic. This is already the second presentation of these films. Both the dates of this second time and the first back in June were not chosen entirely by coincidence. The first festival took place in London during Russian president Vladimir Putin's visit to Great Britain. Two guest tickets to the festival were sent to Putin and the British Prime Minister, Tony Blair, by the leaders of Amnesty International: however not totally unsurprisingly no space was found in the official programme for a visit to the festival. And the question of the observance of human rights in Chechnya was not raised. The airing of the eight films, created by film directors from five different countries, coincides with the planned visit of Vladimir Putin to Camp David, Virginia. Will George W. Bush and his Russian guest make the short distance to the Visions cinema in Washington, where all films are going to be shown? The festival will be opened with the showing of the documentary film"Greetings from Grozny", directed by Paul Mitchell. Filmed in and around Chechnya in 2002, it demonstrates the real nature of a so-called "zachistka" ("cleansing") in a Chechen village, with wild shooting and youngsters being taken away: and the situation of refugees from the fighting living in very difficult conditions in the neighbouring Republic of Ingushetia, as well as in the Pankisi gorge in Georgia. This small valley was itself recently the location of a film, called "Marsho" (Chechen for "Freedom"), shown at the annual film festival in Locarno, Switzerland. The festival also has seven other films. These include Dan Reed's "Terror in Moscow": a documentary about the hostage drama at the Moscow Dubrovka theatre in October 2002, and a film titled "Babitsky's War", concerning the experiences of the well- known Russian journalist in Chechnya. "Chechen Lullaby", a film by the Georgian director Nino Kirtadze, relates the tale of five journalists who observe the killing of civilians in the republic. Another film, titled "Dance, Grozny, Dance!" deals with the story of a group of dancers who make the extraordinary leap from the ruins of Grozny to a successful tour of Western Europe. Another film shown on CNN in early 2002 and repeated after the Moscow hostage drama is also being shown at this festival. Titled "Deadlock: Russia's Forgotten War", it portrays the war through the eyes of both sides. Viewers will also be able to see "Assassination of Russia", a controversial French film suggesting the apartment bombings of 1999 in Moscow and elsewhere, used as a pretext for the invasion of Chechnya by Russia shortly afterwards, were the work of the Russian FSB security service. Finally, "Murder with International Consent" from Poland films the empty and deserted streets of Grozny at the time when 96% of its population were supposedly voting in the referendum in favour of remaining in the Russian Federation. After Washington, the festival will make its next stop in New York, from 23 - 25 September, where Putin will be at the General Assembly of the United Nations. The organisers of the festival are hoping to show the world the necessity of ending the carnage in Chechnya and the genocide of the Chechen people, as well as demonstrating to the Chechens themselves that the world is not indifferent to the pain and suffering they experience every day.
