Nah, if it was the US he had in mind, he wouldn't have used the'low-
level'... bit, would he?

        I don't really know what sort of the 40s' al-Qaeda had helped Orwell with
        the 'fear' epiphany but I know what helps the monkey in the White House parade
        as 'Mr President'.

        Seriously, though - isn't it the case of all governments' playing the fear of
        terror card in the face of their powerlessness to offer any meaningful security
        & stability?

        In the words of Zygmunt Bauman:
